Wrong, the homeless have no money to pay fines and don't care about anything but a fix, which they can get in jail if need be. You have to be at work on Mon. morning so that fine is one you'll be sure to pay right away so you don't get arrested and get fired for not showing up. They have nothing to lose and nothing to pay with, fine them all you want, they laugh at taxpaying citizens because you support them. Start a tax revolt if you really want change, politicians don't work for free ya know.

Of course people who are mad, sad, etc about this course of action ( which should never had been a problem to begin with) regarding making people move from unauthorized public areas could always invite these people to live at their home or camp out on their yards, neighborhoods and surrounding areas. I remember one morning several years ago at a Santa Monica residential construction job site. We were still unloading pickup trucks and here comes a transient bum-on-a-bike -- pretty fast down the middle of the residential street. He sees the trucks and tools, and all of a sudden he jams the brakes and jumps off with a sudden unexpected "problem" with his chain and is immediately crouched down, inspecting his chain "problem."
He was actually scoping-out the trucks but, when he saw I was aware of what he was up to from the porch of the house, took off.

And nobody batted an eye, it was disgusting to be eating and see someone 50 ft. away dropping a deuce. It's crazy that a fixer upper house my cousin bought in 88 for just over 100k sold in 2011 for 795k, I wish I would've listened and bought one too but I just couldn't see how anybody in their right mind would want to live there.
