My father lived in Chicago in the 1970s. He told me that on the coldest years, the public busses were never turned off. Ran 24x7 even when parked in the lot. Because that was the only way to be sure they'd run again the next day :)
New batteries and a gear reduction starter. Add some fuel treatment, make sure the glow plugs work or the heater grid. The engine will start up easier.

Now diesel trucks are strange creatures they really don't like the winter/cold but once they are warmed up they are alive forever
