They should set up a similar funding structure for residential and private property crime, you could call it taxes or something cool like that.

Protect your businesses with Farmer's Trellis Netting (polypropylene) make burglars/looters/vandals trip and tangle up their feet. Cut into squares, then tossed around the floor, two-foot squares are most treacherous because they scroll up and cling to boot legs then catch on things. These tubes are absolutely unavoidable, you can't kick them out of the way, you can't see them attached to your leg, dragging behind, just waiting to hook a brother up! Stuff your storage cases with polypropylene trellis netting or use "The T-shirt Launcher" (CO2 propellant) to launch wads of netting squares into crowds, that will stop raging gangs of looters and vandals.
