Thanks for the video...at about 46:00 of the video, yes, as you mention, the plastic accelerator pump lever should be installed before installing the diaphram. That way, you can rotate the long/narrow part of that lever up to the 12:00 o'clock position which allows the stem of that diaphram to slide right over the little cam on that lever, then rotate the lever back counter-clockwise to lock it in place. The other thing is that on the linkage for that, the 180 degree end first slides in the throttle bracket where you have the choice of 3 holes, then the 90 degree end of it goes into the back of the plastic lever, and you put the little cotter pin in there. I have two cores and they are both like that.
Most likely no this is not the carburetor that your truck came with however I will try to find out what kind of carb your truck came with but if you could send me some pictures of your truck that would help out a lot
Also the truck acting like it's running out of fuel. Check the float in the carburetor. It could be set incorrectly. Also check all of your ground cables and straps. Make sure they're actually secure and they're not full of corrosion. They're actually grounding like they're supposed to when you turn a curve or turn a corner. Sometimes the engine may lean because of a weak engine mount and when that happens may break the ground on a ground strap or ground cable. Also check in see what the fuel pump is like and the fuel filter. And also too you could have a bunch of trash in the gas tank that's plugging things up
The float spring goes between the float bracket arm and the floor of the float chamber if you want I can send you a short video showing the spring location in the carburetor in a service manual

Did you find the screw inside the float bowl?
I have a 76 d100 with slant 6 is this the carb that comes on it . reason I ask when I turn a corner the thing acts like it is running out of fuel
