I think you put too much emphasis on speed of help down being bad on a skill specialist. You can still get a very good one with speed down

It can be if all other stats are good.
Case in point: I've fully invested a witch hat pika with HB BFS but soh down.
Of course that's not to say witch hat is a good species relative to raichu to begin with.
