My suggestion is to use like a scalpel around the plastic and then for the cardboard use this saw and I would put a piece of angle iron on top of it to help hold it whenever I cut any pipe I use a piece of an iron like a plastic pipe with a piece of ironangle iron I'm driving while talking to you

Why can't you cut the rolls into 3. All you are doing is keeping the bundles together. You don't need the roll to be 12" long do you? Try it with the off cut to see if the shorter roll will work as well.
