Btw,the beta Giratina sprite has a completely different name,during beta it was called Chimairan,during that stage the developers didn't created Giratina yet,Chimairan was dropped as the third legendary for Giratina
My favorite part about looking at Beta designs is the fact that you can usually see why they didn’t make the cut. Arceus, for example. The beta has this creepy, unknowable vibe that wouldn’t appeal to the kids (their main playerbase at the time) and giratina… well that one needs no words. I definitely wish they kept the beta for lumineon though
Seriously though Lumineon is not even a bad looking Pokemon (definitely forgettable though), so now for some reason it's not a Water/Flying or even a Water/Fairy.

I like Arceus' placeholder design. You just know the alpha builds have that kind of sprite for every Pokémon while they work on the designs and concepts
shellos was rumored to be a gen 3 pokemon that got cut and later used in gen 4, maybe originally the two variants were just a color change due to gba's smaller resolution, or maybe they were like wurmple, being only one version of it and only having changes between the two gastrodoons (which probable would been two different pokemon in the pokedex, like cascoon and silcoon, illumise and volbeat or minun and plusle)

The fact is that back when 3rd Gen was out, Pokemon actually made a lyne of cards where you could create your very own Pokémon, and they used those to create half of the Pokémons we all know from Gen 4, that's why half of the Beta Designs seem like made by a 4 years old, cause they actually are
I really wish we could see more of these kinds of early designs for more mons. I also kinda prefer Rampardos's beta design. I hope we get it as a regional form of some kind, that would be a really cool way of reusing ideas. They've even done that before with some mons, a good example being Gastrodon who was originally gonna be in gen 3 but got scrapped, only to be fully realized in gen 4.
Beta arceus looks like it could be part of an entrance, like he gets covered in clouds and we can only see this weird pokemon at first..but then he gets closer getting rid of the clouds and showing the real arceus
