Thats because he doesn't respect what doctor who is. It is story and Character Driven. We should feel the emotions, the hurt and the pain of the characters. Doctor had the ability to make even my eyes fill with tears. The funniest thing I found with Chibnall and Whittaker I've found is they both are in the same interview talking about Jodie acting as the Doctor and he says that he left a lot of space open for Jodie to characterise the Doctor herself, while Jodie says that she didn't need to do any of that because it was all there and written for her. This absolute disconnect between the two really goes to show at least for me, why the Doctor felt like a background character in her own show during his era. Neither the main actor or the show runner knew what they or the other was trying to do with the character. Absolutely shameful on both behalfs.
I suspect that he made the 13th DOctor a background character to try to cover up her acting deficiencies. Playing the Doctor is like playing a character from Shakespeare. It requires a wide range of acting abilities as his emotions can widely vary in the same sentence. Jodie Whittaker is like Brad Pitt, best as a supporting character, not that good as a lead character.

I'd recommend reading Chibnall's original script documents. They're available on the BBC website, and they shed some light on the behind-the-scenes issues of his era. Often his scripts are good, but overambitious, and his ideas were clearly truncated during production - often by poor direction - to the extent that the final product is far worse than he planned. Cyberwoman is a perfect example, an entire subplot was cut and the actual Cyberwoman costume design had nothing to do with Chibnall, it was a misguided attempt by the production team to make Torchwood seem more 'adult'.
I see, it however also had to do with the fact that she kept her entire body. We know that at lease from Rise of the Cybermen and Age of Steel that they removed the head from the body first. It also includes that these were the Cybus Cybermen, who had only one way to upgrade. If Chibnall wrote Lisa was a product of the original Mondas Cybermen, then the way she was would have been more believable. However he wrote himself into a corner using the Cybus variant.
