Eh it's sort of a double feature. The Announcer isn't a person or AI, it's just a text to speech voice basically, so there's prerecorded test chamber messages but also general purpose facility messages. And 'Caroline deleted' is meant to feel untrustworthy and out of place anyway; GLaDOS probably hacked it to say that when nothing really happened because deleting a person that doesn't physically exist anymore is impossible for a system meant to control the facility.
