Often times the problem of cloudy fuel development is both the automatic tank gauge and the filter itself. The gauges today are not equipped to detect suspended water in the fuel column, rather they seek and and alert of free water on the bottom. And, many fuel filters just don't pick up the small droplets of water and therefore plug a lot slower. This scenario allows for suspended water to build up in tank and create a whole host of problems.
