The uncompressed voices are cool for parts such as the story intro, but it's common consensus amongst fans that the compressed voice lines actually sound more authentic for radio chatter. One of those rare cases.

Back in the day I assumed it was the game physics designed to mimic moving through water. This was actually kept in the 3DS remaster.
