Lorgar tried to usurp Horus, got exiled from the siege.
      Curze was MIA.
Magnus was having a DID episode.
Angron was murdering everyone he saw regardless of loyalty.
Fulgrim was only ever accidentally useful.
Horus was preparing for the showdown with the Emperor.
Pert and Morty were the only ones actually doing their job. Pert was in charge of the siege until Horus got Jealous that Pert might not even need him to take the palace so he Kicked Perturabo out and put Mortarion in charge instead.
Then Mortarion had a fight with Jaghatai and finished the Siege, then the vengeful spirit gamble happened.

Robute's biggest power play against the High Lords of Tera was when he wiped the board clean and started from scratch. It was detailed in Watcher's of the Throne: In the Regent's Shadow. It amazes me how horrifying corrupt the High Lords and the bureaucracy of the empire had become considering how brazen they were in defying the orders of a Primarch. They thought him a myth and a fairy tale until the bodies started dropping lol.

He didn't wipe the board clean, but he did replace 5 of the 12 the most powerful members, return previously faded power to some and also replaced a bunch of lower ranking high lords and dignitaries. He managed this not through execution, because it might have caused a civil war, but by forcing those 5 into retirement or reassignment and probably unwanted close surveillance . So he did quite a bit.

The hatred for xenos comes from the aftermath of the cybernetic revolt. The men of iron attacked all sentient life, and many xenos wanted revenge against humanity for creating them, hunting and purging many human colonies while they were still weak.
