When Konor was murdered and his murderer tried to do the same to Guilliman, Guilliman confronted him in front of the ruling body, and while the senate was damned happy to let Guilliman murder the bastard - he turned around and said 'Nope. He needs a trial. Legality must be observed'. I mean, the dude came face to face with the man who murdered his adopted dad, and his first thought was to give him a trial. Which won over the ruling class showing that, in a moment of pure emotion, he was fair and law abiding in his acts.

Thinking you could wield the power and authority of the Administratum against the man who designed the whole system and was known as the most brilliant political and logistical mind among even the sons of the God-Emperor was a special kind of naive. They were doomed from the moment Guilliman first saw their corruption and lust for power on his return to Terra.
He really is the best Primarch to have return first, no other could have dealt with the corruption and complexities of the modern Imperium the way he could, and he's smoothed the path considerably for any returning Primarch moving forward. I'm pumped to see who among the loyal sons GW brings back first. My gut says The Lion, but much as I love the Lord of the First, my heart wants Jaghatai or Russ.

Guilliman would be able to handle the politics and logistics, and the Lion leading military campaigns since he's not as tactful with statesmanship. Love this part because it shows Guilliman as the statesman he is. For pity's sake, the guy dealt with this sort of selfish entitled nobility growing up on Ultramar when his first father was murdered.
Letting the High Lords live honors the Primarch's intent to create a better Imperium, one that is not simply cycles of bloody coups and wars *cough* Vandire* *cough*
It also has the practical effect of luring out the corrupt elements rather than letting them run and hide and be a later threat as well as keeping good PR. To say nothing of the aspect of any traitor worrying what tricks Guilliman has up his sleeve still. Much for effective than simply butchering them all and trotting off, however direct and effective that would have been.

The statement about Roman Emperor's is a controversial one, especially since it is clearly talking about Nero. There are two versions of the story, one panders to the people in the Senate which say Nero set Rome aflame, the other more honest story is that Nero was a man of the people and not of the Nobility who set his men into the blaze to see how many lives could be saved. Nero's story is a rather sad one from beginning to end, the Senate propped him up on false charges to try to control him only for Nero to take his own life, and then the Senate shat themselves because there was no one left of Caesar's line to be Emperor.
Ironically, there is a parallel there, between Nero's story and what these traitor High Lords intended for Guilliman.
And of course, the Captain-General of the Custodes and the head of the Assassinorum would be loyal to Guilliman, so long as Guilliman has the benefactor in and regency of the Emperor. After all, as Lord Commander of the Imperium, Guilliman is the only one besides the Emperor that has absolute command over the Assassinorum. Still, you cannot help but wonder what would happen, if it was Russ or the Lion that made a comeback.
