There are 3 basic ways to tell if the mileage in your car has been faked.
1. OBD2 live data
2. Online VIN check
3. Visual inspection (seats, engine bay, shift stick, steering wheel)
None of these methods are bulletproof, but once you find the live data showing higher mileage in some control unit, you have direct proof.
With visual inspection you can maybe suspect it, but there is no direct proof of mileage tamper and you cannot use these speculation to get better deal on the car.
If you found the mileage fraud in the live data, which is illegal in most countries, you get an amazing leverage to negotiate a better deal.
How to find mileage tamper with live data:
1. Go trough all control units and check mileage live data.
2. Calculate estimated mileage with working hours and average speed.

How can we know if this scanner product will be able to detect odometer rollback on our specific vehicle we are thinking of buying, is there a list somewhere?
There is no list because it depends on the car model. Scanner can read those mileage data, but it depends on the car how many control units store mileage.

I connected to thinkdiag with topdon artidiag so if you have tablet scanner with bluetooth its possible.
I got mini vci and techstream but i dont see any milage related measure. Is it possible that old cars didnt used to store that info? Its 2004 lexus rx330.
Yes, this works mostly on newer cars.
I did this today and checked the main area that states the milage. The milage on the scanner was a bit less that the digital dashboard - does this make sense? Should they match 100%?
If I look on newer vehicle like 1-2 years, the mileage usually match 100%, but older cars tend to have little differences so I guess that is OK.

Modern vehicles stores mileage data in multiple control units. You will be able to see real mileage IF they didn't adjust mileage in all control units.

I don't think it will be legal, if you currently live in the USA, you have to have your car checked every year, and the mileage is on the record, if you change, people who work for car inspection will know and won't accept your car inspection at any cost and you may punished for tickets or jail time. that is my opinion.
We also have those inspections in Europe. But for example, we have them every 2 years. If someone goes to an inspection with 200 000km, then drives the car to 270 000km and rolls back the odometer to 210 000 just before the next inspection, they won't know, and it is not on the record.
Or if the car is transported from abroad, they can manipulate mileage before passing the first inspections.
Don't know about the US, but there are a lot of "clocked" vehicles in Europe.
Not every state does annual inspections.
Wrong, that's only in select states. There are hundreds of thousands of cars in the US with fraudulent odometer readings. Its illegal to rollback the odometer on a car but criminals do not care about the laws.
