Regarding your question at 11:27 those arms were most likely done through the black market. It's possible when you have the right connections. Mindanao may be an island, but there are several areas where you can smuggle these heavy weapons "backdoor". The same is true for those ISIS members. They need not enter via the usual customs route; all they have to do is establish contact from the inside and set up some "backdoor route".

What you just is true. We Filipinos were so trusting with our Muslim brothers in Mindanao. Some ISIS elements were able to infiltrate among our friend Muslims. Even ammunitions from abroad were able to be smuggled by ISIS men into our country. This time, the Philippine force is more careful. Mindanao is now safe.
