The Fatui don’t spawn until you’ve visited the fortune slip shop at least once. The Fatui were not there for me, so I went and drew a fortune slip (first time ever) and then the Fatui had spawned when I rechecked. I have to wait an extra day before I can do the secret fortune slip quests now.
