Not really,
Quagmire creepily spies on her, wants photo's of her, made a weird doll of her and so on but he never actually tried anything (Lois didn't even know he liked her until his accidental voicemail). He didn't try anything with Lois except once during a seperation of her and Peter (and then couldn't get it up after she called him a good friend). So he's more a peepingtom with her then anything else while desperately waiting for the day she's single before attempting anything
Brian on the other hand has not only spied on her, attempted to feel her up by pretending to be a cat while she slept and so on but has also literally attempted to sexually assault Lois. He made a move, she said no and he kept trying to force himself on her until she hit him away with a lamp (and in the end during the mindswap episode did indeed have sex with her in Peters body)
So ironically the sexual predator who is madly in love with Lois has never once actively tried to get her to cheat on her husband while her husbands best friend can't stop trying things and even tried to force himself on her. Simply put, Quagmire was being nice and could have said much worse things about how Brian treats Peter & Lois
