I've been wondering if that tax thing was a bug. Or some economical anomaly I'm not aware of. Mine is Wood, Petrochemicals, and Concrete that keeps dropping from +40-90 mil to -150-250 mil... and dropping tax to -10% (like you did here) brings it back up for a short time. I found it happens less if their tax was around 3% instead of 6 or 9 like I have normally. But then I also have all 3 University and all of a sudden all of my Industrial is getting abandoned. I've only got 115k pop, not 200+ like yours.
With regards to your taxes: You have it all wrong. If you want to have "cleaner" industry, like software, tax them lower. If the are with more and can generate more profit per "produced unit" you'll get more income anyway. Very poluting or unwanted industry you should tax more so they'll leave. This will also level up your city a bit better because you focus more on high education jobs that way.
If you could play They Are Billions again i would very happy. Also recomendation to play a map if you do play it again is Command Defence. Also happy late christmas and new year! Love the city skylines content too.
I think it would be cool if they added CS tech and social media giant variants. Like Google, Apple, Facebook, Twitter, etc (I will never acknowledge it as X, Elon can go shoot off into the space on one of his rockets) in future updates as special buildings. Like the Google plex and Apple HQ.
