In the 90s Top Of The Pops (UK music show) had live vocals, but the bands still mimed to backing tracks. That's what's going on in this clip, Thom is singing live, but to the backing track of the song. Often bands don't have enough time to souncheck on tv. In the Radiohead Meeting People Is Easy Documentary you can see Thom complaining about their performance of Karma Police on the David Letterman show, "Twenty minutes to spin a wheel and we don't get five minutes to plug a fucking guitar in." Their performance sounded fine, but not as good as the studio version. However, many bands have taken the piss when miming their songs, and there are countless examples of it happening on Top Of The Pops (for instance, Nirvana's performance of Smells Like Teen Spirit).
It's hilarious watching this because they are so bored with the pretense, but it's stuff like this that pushed them to stop this stuff and just be the band they wanted to be. This was formative for them, as all of this nonsense made them break free.
