The swivel technique is such a weird way of playing. I could never get close to doing it because my feet slip off the pedals. My feet stay in one place while playing double bass, and I swing my left foot outwards once every 8 notes. I also took a year and a half and got heel-toe technique worked out. Now I can play SUPER fast double bass for a long time without being fatigued.
