I mean we’ve definitely never seen that rhino before but we also have no idea what rhino would look like in the MCU so
I'm guessing you don't know the logistics of behind where all of these characters lie so let me help you out. The reason all these Spider-Man villains don't show up in the Spider-Man movies is because Spider-Man exist in the MCU which is Marvel Studios universe.
All of these Spider-Man villain movies take place under Sony's own universe.

Michael Keaton - Batman, Vulture, Birdman(if it counts?)
Ben Affleck - Daredevil, Batman, Superman (technically?)

Well TASM-2 Rhino was Military based. In the movie, where Harry becomes the Green Goblin, there it's shown various enemies of Spiderman like Doc Ock, Rhino, Vulture etc. where their suit designs where very military.
It was an approach to create villains on some basis but not the best one yet! But I loved the Vulture design more than the Homecoming one tbh.
That's a low bar to clear.

So Kraven, Chameleon, and Rhino are in the same movie with no Spider-Man. So are these just dimensions of what the villains would turn out if there is no Peter Parker
Well in all honesty these are villains, except rhino mostly, who operate outside of New York.
They were going to make a movie about silver sable and black cat who also don't spend all their time in New York.
In comics, more so recent runs, venom operates outside of New York.
So while the MCU has an agreement to use peter Parker, I think the Sony verse is just focusing on more international villains and anti heroes so they don't have to place them all in New York.

Imagine if Marvel made an Iron Monger movie without Iron Man, a Red Skull movie without Captain America, an Abomination movie without the Hulk, a Baron Zemo movie without an Avengers team to split apart. Then imagine all these movies culminate in absolutely nothing because Marvel signed away the rights to the heroes that actually make the whole thing worthwhile.
Imagine how many of these villains really started before the heroes did. You know, as much as anyone would love to see movies go 100% based off comics and source material, we’re basically getting exactly the same thing all the time. If Walt Disney did that with his films before he died, yeah it’d be something unique that he could achieve. But instead he gave us something different and fascinating. Or how Marvel Films started off, most of their films followed about 75% of the comics. The rest was made up. Time changes and so do the people working on this. If you know the old saying, “if you want something done right, you do it yourself”, then get yourself a way into Marvel’s writing and directing and make these films how you want them.
DC did joker without Batman
I'd legit watch all of these. They are a lot more interesting villains than whatever we got in Marvels, Wakanda 2 Atlantean Boogaloo, or Guardians of the Galaxy 3.
Marvel signed all those deals to avoid folding and going bankrupt. Seems like they made the right decision, since Spider-Man and X- Men were successful.

Seems like it's DNA based Rhino. Speaking of Rhino there's 3 ways of Aleksei becomes Rhino. The OG suit that's like some sort of Exoskeleton I think. Other one that was 1st originated from ultimate universe, that being the Mech. 3rd is as I said, DNA mutation (which has gotten somewhat more frequently used). Verry similar way of how doctor Connors mutates into Lizard.

When I saw Aron Taylor playing the character of Wanda's brother Pietro Maximoff, I believe that was not worthy at all playing this character after Marvel quickly killed him in the end, After Watching the performance of Aaron in Bullet Train, This is The Perfect Casting of Aaron playing kraven.
