Taking the optimistic interpretation, higher power as “anything” should be “anything within a certain scope.” If that higher power and your faith and practices inspire you to be moral and decent how you conceive of it can vary. You don't need anything to have a moral compass though. This is just logical fallacy on Bruce's part. This is what religious people usually use to justify their beliefs in something with no evidence. You could say plenty of animals have a moral compass of sorts and they don't believe in gods in any shape.

He's absolutely right, and this is actually one of the best proofs there is of the existence of a good creator God. Because you have a conscience and intuitively know that good is better than evil, and you are naturally inclined to good, then God exists and is good. Hummm… sorry to disagree. I’m 100% atheist and I do have a moral compass. How do you explain that? I’m not perfect, but I know the difference between good and bad. I try to behave well in society. I treat people with respect. I don’t steal. I'm happy to live in a country where I pay taxes, because it helps everybody. I also respect the planet I live on. I give to charity (including a significant recent donation to Ukraine - what about you?). I never got into a fight. I’m an animal lover, etc., etc. So how is that possible? In the US, the incarceration rate is higher among believers than non-believers. Based on that alone, it seems that atheists have a better moral compass. What about all those priests abusing children. What happened to their God-given moral compass? There are many scientific experiments demonstrating that animals also have a moral compass. For example, they react when one is treated unfairly (ex less food).
