Argentina because Spanish is much easier to learn than any of these other languages. If you don't want to learn another language stay home! Or go to South Africa and live in that shit hole.
Unless you are wealthy, the countries that most American retirees could retire to are going to be nations where English is not the native language, where there is a lot of instability, and or the culture is vastly different. People will have to embrace minimalism and live simple lives.

Georgia has became very expensive in the last year. Russians flooded the country and rented all the reasonable priced accommodations. Public transport is now insanely over capacity. Traffic is gridlocked during most normal hours.
But, Georgians don't care much for non-locals. Very nationalist and even hostile toward ex-patriots. If they are poor, they will need to embrace an Amish like lifestyle, except they will have basic electricity and a car. They will have to use Goodwill and second hand stores for clothes and furniture and discount outlets for most of their food.
