The way you explain your voicings, "V over III", "IV over II" is excellent, especially the latter as it makes the "suspended" sus4 on the fifth degree more stable and natural, as it is already heard in the previous chord. The idea of this turnaround is, rather than staying idle on the 1 chord (DO) for four beat counts; it's best to throw in 3 6 2 5 and back to 1; to spice up the idle moment of the 1 chord
