Arguing the OE, Episode 10: Integrating Four Planning Practices

  • During professional military education, students in the Command & General Staff Officers Course at Fort Leavenworth learn about four distinct planning practices, which include (i) design, (ii) critical-factor analysis, (iii) the consultation of the Universal Joint Task List and doctrine, and--finally--(iv) detailed planning via JOPP or MDMP. The problem is that neither doctrine nor PME instruction routinely explains how to integrate these four distinct practices to generate more coherent courses of action.
    Based on a close reading of JP 5-0, I argue that a doctrinally sound way to integrate these four practices is to think through how each practice contributes a set of objectives to the operational approach (i.e., that graphic that includes lines of effort/operation, stability/defeat mechanisms, conditions, end states, and objectives). This approach has proved helpful to several groups of students over the years. Let me know what you think.
