  • Another dev diary was just released giving us more information about the Economy 2.0 patch. This diary goes over change to the rent calculation, changes to sub buildings, and migrating saves to the new patch.
    In this video, we'll walk through this developer diary and I'll provide my thoughts while showing you how Magnolia County and Four Palms Bay look in the new build. I'll also explain what it'll take to bring your saves into the new build.

    EDIT: CORRECTION from around 6:46 - 7:07 Power, Water, and Sewer are NOT covered by the Import City Services Policy, so this is not a bug, but rather by design. Those services can be "disabled" by removing outside connections.

      Every time I see co_avanya reply to a comment giving feedback that has been posted in the feedback forum since day one with something like "Great feedback! I'll pass this along to the team!" i die inside a little more. She just did it TODAY.
      They don't read that forum. They don't care. They don't have any of this feedback organized anywhere with intent to act on any of it. The feedback forum is a placebo. They got feedback FROM YOU, IN PERSON that people have been posting there since NOVEMBER and acted surprised about hearing it. They do not look at that forum, I'm sorry.

      @@MateriaGirl Absolute nonsense. They do take the feedback into community wishlist and rank it there based on the popularity, their own view etc. There are already stuff in the game that I've also personally requested. And seems that I haven't been the only one since they did add them.

      @@pasikokkonen1603 If they're paying attention to the feedback forum then how are they constantly responding to the most basic feedback with "Wow we haven't considered this whatsoever not a single time, but I'll let the design team know about it!"?
      How are they hearing feedback in their little meeting they had with CPP and others and going "Huh, we've never once actually considered the idea that people want the game to have challenge! Interesting! Big if true!" as if it's not one of the most common issues people have with the game?
      Why is Avanya saying
      "We’re also looking at what we can improve in the UI and how the game relays information to you, so you have everything you need to solve issues in the game. We’d love to hear your thoughts on this topic. Are there any issues you’ve struggled to solve in your city? Any information you have been looking for but weren’t able to find?"
      As if there aren't hundreds of posts about UI issues?
      It doesn't add up. The only answer is that they do not read the feedback forum. They do not care.

      @@MateriaGirl You seem to lack basic ability to read and understand context. When Avanya asks for more feedback, it doesn't mean that they don't know the previous ones. It means they want more feedback to see if it correlates with the existing stuff and if there is some new items for the list. That's how it works, as not everything can be added to the game so they need to work on two fronts, what is the most popular wish and what is the easy thing to implement. And these aren't necessarily the same thing.
      What comes for the other stuff, being surprised, again, context. If in the meeting you had CEO and main game designer, they don't necessarily have all the info. Game designer clearly didn't have a clue on what was fun in C:S1 and how people play the game since this German talent decided to leave so many good bits off, make so many things more awkward and add only few improvements. And none of this means that there aren't a list of wishes on the side that some other members of the team know well. Most likely this list is held by Avanya and she communicates to the rest of the team what the community wants, based on their own internal process. It is totally unrealistic to think that everyone in the company would know every issue. Community screwed things up for themselves with the attitude which drove most of the team off the forums. Nobody needs to tolerate abuse day in day out. No matter how upset people might have been, nothing justifies that kind of behaviour.

      It does, though? When they are directly responding to a comment about extremely common criticism and go "oh, we dont have ANY PLANS to do this thing that people have been asking for since before launch, but good idea, I'll let someone know!" it does, in fact, mean they have not read or considered that feedback before. Otherwise, they would have plans to act on it, and would know people want it.
      Are you really arguing it's totally fair for the GAME DESIGNER to not understand what DESIGN the people want the GAME to follow? Give me a break.
      These people have no idea what they are doing! Your entire second paragraph basically says "Hey man, it's not fair to expect the person in charge of DESIGNING THE GAME to come up with a game design based on what people want out of the game and have shown they want over the decade of cities skylines we already have". That is ridiculous!

    So excited to see the changes to modular sub-buildings! I’ve spent so many hours having to mess with my grid just so I can have the correct building upgrades.
    Seems like this will also help to make different buildings of the same asset feel very different, for instance having more options for how to build a university campus

      It's going to completely change the way you can design a University Campus. Come to think of it, that'll probably be one of the bigger upgrades!
      Another big one - being able to take the children's clinic off from the elementary school and place it around the corner, for instance... or even take a playground from and elementary school and create a park around it a block or two away.

      @@CityPlannerPlays The university being one singular building was a stupid design choice to begin with. All the parts required to make the game funciton like the first game's DLC are here, in the game- they just didn't bother to do it. I don't understand so many of the awful design choices this game made. Such an incredible downgrade, and for what? Absolutely nothing, apparently, because now they're basically a third of the way back to having the DLC back in the game.
      And they said you can move the playground from schools onto a pedestrian path. Can you move OTHER parks onto pedestrian paths? No? It's always a tenth of a step forward at a time with these people.I don't get it. How are Park Life and University not built in at this point? How were they not built in to begin with? ALL THE FUNCITON REQIRED FOR THEM IS THERE ALREADY!

      ​@@CityPlannerPlays would be cool of the area in which you can build extensions gets expanded around each new addition, so say you add a children's clinic to an elementary school, the area in which you can build extra additions now extends around the clinic aswell, thereby making sure you never run out of space because the expandable area keeps growing.

    I love how, even in a simulation, home ownership is impossible for residents. Seems weird that everyone's a renter and no one is a home owner, but I guess it simplifies the programming. Just though it was funny is all.

      It may be a cultural thing from the Nordics where you typically have to pay an ’avgift’, a monthly contribution to the apartment building or HOA. This avgift pays for services such as landscaping, rubbish and utilties, all things would enable a building to upgrade in CS2

      Only another year and a half or so of increments and we'll have the full 1.0 experience!
      Reminder: We're supposed to be on the second wave of paid DLC by this point and the entire first wave has been delayed with the second delayed to 2025.

      @@Mephora Can they? We have basically no evidence they can. It's been 8 months, they've made no major changes to the game, a majority of its content is still broken, poorly designed, or outright unfinished, they haven't even begun to fix any of the visual issues or missing visual features, there's been two "big" patches since launch and neither made a big impact on the simualtion or gameplay, this one will be the first to supposedly do that, then they're going on a second vacation since launch, followed by another several months wait for another patch...all at the same slow pace of development since release, all with the same vague promises since release, all with the same unfulfilled promises since release, all with the same confusion from the devs on what people want since release, all with the same lacking communication since release, all with the same unsure timeframes since release, all with the same urgency since release, all with the same tiny dev team since release, all with the same out of touch CEO since release...
      What have they changed moving forward besides delaying content over and over and over and over again? The only changes they've made going forward is when things are coming out. Mods, delayed. Assets, delayed delayed delayed delayed. Patches, delayed. Free content, delayed. Paid DLC, delayed.
      They've proven nothing! They're just as inept and behind and backwards and slow as they were 8 months ago! This patch will feel like something you'd expect to show up within a month from launch and it's been EIGHT!
      "It could be worse" It could also be a lot better, this is an insufferably inept company!

    My biggest gripe with he game is how buildings parks and everything look practically "dead" at the moment because there are no people walking in and out, not hanging around in the outside spaces.
    I really wish they fixed the hangout areas so the city actually becomes animated

      Not sure you want more of those creatures occupying space in public. Whoever modeled those sims made some of the ugliest npc's I have ever seen in a video game. Goes well beyond uncanny valley, venturing more towards the uncanny chasm.

      Jokes aside though, cities look rather like dioramas. In my parks I'll be lucky to get some homeless tents if o want some variety 😂

    I'm quite eager for the patch. I've put my current build on hold for reasons mostly covered by the changes, mostly rent, underused High Schools, and the budget being too lenient.
    I'll likely start a new game once it's out to see how it effects the start but overall I think it'll be a very welcome fix.

    As I already told on the comments from the first dev diary I'm not comfortable with subsidies being removed completely - I think they shall stay but in a different form which aims to (only!) strengthen specific aspects of a city using milestones and not just pumping money in for everything. These subsidies would also have to have some "negative" impact - just like if you'd have an investor you would have to provide some shares to the virtual nation. Some examples:
    - If the player has a large amount of farmland (xxxxx cells), he can opt in for farmland subsidies in form of an increased demand for farming products, low density housing and a discount on costs per cell for low residential areas and farms. This however could decrease theoretical earnings from farming export as a large portion of produced farmland goods will be used nationally as part of the deal.
    - If players have a good amount of railway infrastructure (xxx km of rails build) they could opt in for a national railroad project cutting costs of stations and infrastructure by 75%, however the income from tickets will be lowered as the government will take a good share, also the color of lines which connect other cities will be defined by the government too (random color - say hello to hot pink trains!)
    - If the map has large oil reservoirs the player can opt in to build petrochemical industry. The player will get the buildings at no cost and get some compensation credits per virtual cell covered. Export earnings will be split between the nation and the city and pollution will increase. Industry areas also will spawn more buildings which use petrochemical resources while other industries may avoid the region.
    Something like this could make everything way more interesting without breaking the balance much. It could help to develop a city into a specific direction as per play style but keeping it pretty optional.

    Thank you for putting this video together. I'm excited to launch the game and spend a little time with it (Vanilla) for the first time in months. The game needed some serious economy reworking and this seems to address most of those concerns!
    I'm OVER THE MOON about building upgrades not having to be attached to the main building. That was so frustrating to me. Time to make some slightly more unique cities. Sure, it needs a smidge bit more work, but this is heaps better than where we were.

    @4:29 you aren't overthinking this. Transit and highway/commute time is one of the most important factors in picking a place to live relative to work (impacting land value; also something I'm actively navigating irl) seeing this dev diary Im still disappointed that transit availability relative to job placement isn't being factored into land value/desirability and commute choice. I've always hated how cities 1 and 2 handled this where most people spent as much time commuting as they did working

    Can we all please advocate for more unique assets, landmarks - civic buildings - etc. Some players obtained assets like this via special order. They should just make all of them available as a conciliation gesture ASAP. Seems like an easy low hanging fruit kind of thing to do with high payoff for Paradox in terms of sentiment, - especially with the community asset imports being locked up.

    Since PDX Forum isn't accepting new accounts atm, I'll post my 2 suggestions here in the meantime:
    1. Banks, just small ones as a city service
    2. Let us adjust train car counts like in Transport Fever 2. Maybe they'll do this or make smaller trains with the smaller station.

    Honestly, they should've hired an economist (even undergrad level) to create a simple multigood economy model.
    Some good model they could've gone with was Galor (2005), New Keynesian Model, and other basic economic model.
    In many cases, papers use simulations to compare with real world with data to predict prices and other economic variable. Meaning, If we apply this to cities skylines, we can have a pretty solid economic simulator.
    Edit: another benefit of using Galor (2005) unified growth theory is it will take into account of birth

    Nice. What I really want fixed is the traffic AI, because now the vehicles change lanes - specially on highways - in a nonsense way. And it can cause kilometers of traffic jams.

    I knew when I bought the game it was early access even though they said it was full release. I also bought CS1 on launch day. They game is getting better. it will probably take another year to be outstanding and what it should have been on release ;) but as I said I knew all of that from the start. I buy a LOT of early access games on steam....i feel bad for the people who didn't know and are stuck waiting in the "it's broken" mindset and not the "its early access give it time" mindset :P

    I do think it kinda sucks that they removed the subsidies entirely. Some financial support in the early game to help lay out the basis of a new city is I think not a bad thing. The management challenge should later, when the subsidies were done anyway.

    I'm really happy about all the changes mentioned in the dev diaries.
    The economy stuff will really make playing the game fun. It will also provide time while building the economy and community wealth to detail.
    Being able to place sub buildings around the block will really help make everyone's cities look unique.
    So much to be excited for!

    One thing od love to see in the game is tax districts, the ability to set specific tax rates for different areas would allow so much more depth to the economic simulation, and its just realistic, most jurisdictions have some forms of tax district systems.
    Something od love to be able to do is encourage steel mills in one town, textile plants in others and ao forth without having to use the giant signature buildings and id love to be able to do that with tax districts.

      @@JakeRootI feel the same as him. I’m thrilled we’re seeing progress but a few things still need to happen for me:
      Appropriately sized versions of all service buildings, not just train stations. More transparency and control over resources and industry. More developed bicycle infrastructure.

      @JakeRoot This new patch needs to be rolled out without performance issues. I still want more performance fixes. For example, I run Borderlands 3 with ultra settings and zero issues, but I still can't run Cities without the simulation coming to a crawl around 30k pops. Its bizzare and CPU heavy.

    my rule of thumb is there are too many variables for any simulation to work as intended when patched + the shape of the way things functioned (physical dimensions of my solutions) pre patch means there will be un-optimisations. With the old game you also had to let the simulation run a while for all the variable changes to percolate through the system. I almost always restart. Maybe it's my fixation on chaos theory and emergent behavior in complex systems.

    Hey Phil! This has nothing to do with today’s video, but I thought I’d share anyways! I started watching this channel back when o first saw interest in CS a couple years ago but only recently did I really start binging it. I love your content and I’ve been loving the magnolia county series ahd I recently had an interesting idea.
    Many of us have different play styles and skill sets that could make a city much better if we worked together. Some make beautiful interchanges and roadway infrastructure while others are better at detailing and landscaping. With the ability to share a city for others to work on, I think it would be fascinating for you to host a city which you then “recruit” specialized planners or developers for specific projects, while you direct the operation . I had this idea when we see the roleplaying aspect of different developers, like the Jones family or former Gov. Johnson building out neighborhoods and thought, “it would actually be really cool to see these be actual different people”.
    I don’t know how feasible this idea is or if it will make for good content on the channel but i thought it might be fun. Whether it be in magnolia county or a new city altogether, I think it would be an interesting experience for everyone involved.

    the biggest thing that they really need to fix is the wind and pollution system. both of them exist but don't do anything in the sim. pollution get's only created but there is not a single way of removing/minimising it. once it is there, it will always be there until it diffused far enough. not even the world borders are deleting the pollution correctly. that leads to that long playtime cities are basically a ring of pollution around the homes in the middle. as soon as even only a little pollution is in the region of the homes, the people will complain and get sick or just leave.
    that completely disables the ability to build mixed zones and high density cities where every bit of the world is full of buildings.
    this is why one of the main mods currently is the no pollution mod. that part of the game is more broken than the economy.

    Very good point about how rent, transportation, and food & clothing etc are all hard needs, but also things it is possible to spend more on when one has more money.
    Yes, I can understand it's a hard thing to simulate, but the current version doesn't seem anywhere near good enough, and while the new version seems better it, like you point out, is not really fully explained. It might be awesome, and it might not be.
    A well made simulation with people moving in to places with rents in a certain %-range of their income while taking care for the rent+transit costs not to be too high too, and look to move when rent (+ transit) becomes to high a % (i.e. not 100%, more like 75% or so?), and if there's no better options to rent after an even higher threshold, that's when people start complaining about high rent enough to send alerts.

    There should be something between pedestrian road and regular path that has utilities running in it, no cars but can have zoning for parks and small assets

    That rent formula is lacking so many variables. For instance; distance to industrial building, distance to commercial building, proximity to services (ex: hospital, school, etc), district average income, number of available jobs in the area, etc. I understand that they want to simplify it, but if they are not going to do it the right way, might as well remove it from the game. My main issue with the game is the same issue that persisted from CS1 -- pocket vehicles. What's the point of building parking spaces if they can just pocket their vehicles? I know they can remove this mechanic from the game because there is a mod for CS1 that does this.

    It's nice to hear they are making progress in fixing the economic simulation which is the foundation for the game. However this isn't at all what I looked forward to in CS2. Once they are back from their mandatory vacation, I'm hoping to see implementation of the items you, Biffa and OE outlined in your meeting with CO/PDX. My hopes are for the game to be ready for me to play by Christmas and I think that just might happen.

    Random thought:
    It'd be nice if you could string parks together and they would connect to eachother and for that to count as them having a connection to a street or pedestrian path. And for the cims to then use the paths in the parks as a pedestrian path to get from A to B.

    Some of this kind of makes sense. What do you prioritize in the real world? When it comes to renting, you prioritize food. You prioritize your medication, and you will definitely prioritize your transportation.That if you're driving or taking public transportation. Whatever leftover stuff is secondary? If you have money or time to deal with it.

    I am curious if demand for housing is included in the rent calculation. They didn't add it in the dev diary so it would be interesting to know if they are calculating that or not via land value, just didn't put it in the dev diary or if they don't even calculate that at all. (the biggest problem that was making single family homes totally unafordable was land value spreading out too much so if that problem is already fixed you just need to play in a slower speed or pause the game to don't accumulate demand when "detailing")

      Interesting question. I'd guess no. It wasn't mentioned and I'd speculate that it was the reason the previous land value calculation didn't work.

      @@CityPlannerPlays I think the biggest problem was that land value was spreading too much, and if that is fixed that shouldn't be a big problem. Maybe for slow players demand increasing land value could be annoying, so I'm not sure what they could do if that was a problem, but I guess removing that is fine as long as there are still rent problems related to planning (I just fear that such an important problem is totally removed and hope they won't do that)

    I'm excited that we're starting to see some traction on getting the game we all hoped it would be. I haven't played much lately mostly because of the land value and overall economy making the game feel too easy, which just quickly takes away my fun in the game. Easily my top complaint. But if this patch is as good as I think it will be, we might be back in business.

    Cant lie that this is way above my level.
    First, because I would need to understand the fundamental coding core of the simulation.
    What I understand the big problem is, that the game is truly self balancing. Every user (citizens, services, business) takes the most reasonable and perfect decision, ending up the game being boring.
    In road network its clear to see. The vanilla road pathing lets say you make a 4 lane road crossing to a 3 lane. So 3out of the 4 lane can turn in any direction, because lane mathematics allows it, and no road user would cross the other.
    In reality this is why we have dedicated turning lanes and why TrafficManager is a mandatory mod.
    Possible solution:
    add TM to base game. And if someone still wants lanepaths crossing increase accident chance.
    So when it comes to buildings and leveling I always imagined the game similar to Rome and Pharaoh city builders:
    a dwelling levels up if you manage to provide services. If a product or service will start missing the building will fall back to previous level.
    However in CS2
    - goods are just teleportin to the building
    - there's no fallback. Its like the XP mechanic that it slowly fill up.
    And my speculation is:
    I guess each building have theoretical access to everything.
    And this cause issues.
    I wouldn't say a building should level down, but should have a deprivation meter too.
    Lets say it reaches 3/5. But then Tenats change or you remove some services that allowed to go up to that level.
    So the building should fall back to 2+1/5 where +1 should have a negative impact.
    Ie: lets say someone had a single family home, built a pool in the backyard, but then the pool is dried out, covered by dirt and algae. Highrise buildings becoming dirty. Or tipping becomes more common that wont be removed by waste collectors and you need a specific council waste removal service, that if refused to be fulfilled could increase crime (Anti Social Behaviour)
    Speaking of services: I've seen weird bugs where non-adults could be the only dwellers in a building. And due to an unfortunate event (adult dies) the kids left in the house complaining about rent, since their income is 0$
    Council orphanage centers should be a simple building solution for this.
    (btw Ive seen realcivilEngineers video where only the dogs left in the house XD )
    Citizen behaviour can be tricky here too. Because again seems citizens constantly aim for a perfect maxed out whatever. But at some point they need to make decisions.
    will they move closer to workplace to reduce travel time if possible
    would they but more goods to be happy
    how much would they endure a deprivation meter?
    What is the actual preference? Seems a single family home is like a lvl1 building in any perspective (since that's the starting building) when in reality that is almost luxurious. At what point would make a citizen decide to upgrade the apartment vs moving into a detached/semi detached home?

    One would think a partial answer to high rent would to be to build low rent apartments. But no. The wealthy people move into the low rent zones and then complain about small apartments and the building likely get abandoned lol.
    I also really really hope that all assets were looked at to make sure they are fixed and function properly. Not just being unused like signature buildings but also the city wide bonuses since we can’t really see a stat on how they are helping. Police headquarters and Central Intelligence Agency, assets like those don’t seem to be functioning.

    The problem with the rent tied to demand in this game is that demand seems to be too high. So really to fix it they should have significantly reduced the impact that demand has instead of removing it entirely. Realistically they'd make the demand more reasonable, but that gets in the way of building a city. Then again, it would make the game more challenging if you actually had to do something to encourage demand for each zoning type...

    I am excited for the new patch, but cautiously so. I am still in the wait and see mindset. There has been too much chaos arounr thiw game and while I would LOVE to see CS2 successful, im just reserved in my excitement given all i have seen since the launch of this game. I HOPE they fix their peoblems; I would LOVE to see it fixed. Im still taking a wait and see stance.

    Could it be that the prioritization of rent over necessities (transport, food; but not leisure) would give the same result as a prioritization in food > transport > rent > leisure? If someone only has money for rent, they will not have money left for food/transport, meaning they will loose their job, meaning they will move out. If they first invest in transport, they will not have enough money for rent and move out. Same end result.
    It doesn't work the same for food, I guess, unless there is a meachnisms that requires them to eat (could lead to health issues and fill up hospitals, just as an idea), but we could think that food is included in rent to keep it simple(r), and all other products they buy after having paid rent are luxury items and food you can live without.

      I wonder how they deal with npc's and car ownership. As in I think when they move in they are initially trafficked in via taxi, at what point do they acquire a car and where does it come from and how much does it cost ? I assume this is not at all in the simulation or was even thought of by the dev team. Would be neat to at least have some sort of car dealership as a plop-able business where npc's with enough funds could purchase a vehicle for personal ownership and use. But again, what is "ownership" when the dev team just treats everything as rent-able. The "simulation" seems to be tied to a strong influence of a socialist utopia ideology.

      Do you have version one ? If so, don't bother with version 2. It will take years for it to match the content of the original and will most likely cost more for the complete package than the $400 cost of the first one which came out in 2015 with 8 years of DLC. With inflation version two will probably cost $500-$600 depending on where in the world you reside which is absolutely absurd and shameful for a product that is still in beta but was sold as a finished base product.
