I think Berlin’s speech to Berlin before he leaves is for himself as well as Palermo. The irony of it all, Palermo loves a man who will never reciprocate the physical relationship and Berlin (the ultimate romantic) has found a soulmate in Palermo but isn’t attracted to him. Palermo goaded Berlin into the kiss but I think Berlin truly wanted to at least try and see if maybe, just maybe, the 99 would become 100. He never shied aware from Palermo, he wasn’t uncomfortable or uneasy. He wanted to at least try and Berlin never does anything half assed.
I feel Palermo so much. I once loved a boy so much and he didn't love me like I did him. If he would've died I'd have too tbh. It hurts me so much to see their love cause I've been there man
