Steve amiibos have a special programing i think only exclusive to Steve and it gives him the ability to successfully recover only using up air you have to teach him how to use minecart if you want him to recover using minecart

Is it good to use a lvl9 CPU to train an amiibo?

Debatable. Cpus will never be as good as humans, and rely on using a specific attack at a specific time, rather than chaining together combos. It would be best to turn the learning feature off when using the cpu, then turn it back on at a later time when you have time to teach it yourself
