Budget Rental Spare Tire Thefts, Video 2

Can you help us identify the individuals involved in four separate spare tire thefts within our city?
A black male has been caught on camera once a month during the months of July, August, September and October going under various Budget rental vehicles and removing the spare tires. He then loads them into the vehicle that he is using that day, and drives away. In none of the videos can any of the tags for the vehicles be seen. At this time, the suspect has not been identified.
Suspect Vehicles: U-Haul Truck, White Nissan Altima (no tag available), Dark SUV (no tag available)
