    The fence story: If you build a fence, put it a couple inches over on your side of the property line. That way the neighbors can’t do anything to the fence.

      My idea exactly.
      I would be angry if buying a house I have a fence facing my property that I can't do anything about (paint for example) to make it look the way I want.
      I would demand they moved the fence back a bit so I can put up my own fence without losing to much of my yard because the neighbors built "their" fence exactly on the property line.

    If it happened with my kid, and they are all grown and in their 40's now, I would slip Santa a good tip and see if he could act the part for a few moments to make the kids day. There was a dude trying on a Santa costume in the back room of the charity gifts for kids storefront when my kids were small. I was on assistance. My daughter was with me and we were choosing gifts that were to be delivered after I filled out the application. The back room door opened when a volunteer came out and she got a glimpse of the dude in the Santa suit. She went with a volunteer so I could choose hers and then some extras were added. We got to choose one gift out of several sections and then any surplus would be added to each delivery at random as per ages of recipients. Julia was like 7, I think. She secretly wanted a teddy bear, even though she was a bit old for one. We got one as one of the random presents and I didn't know who else to give it to. So it got wrapped with her name on it. She swore Santa was real for several years afterwards. It was OK. She got to hold on to her innocence a bit longer. That is what a good parent does. So sorry for the kid and the dude. They could have made a kids day and more by donating a few bucks to the homeless guy to help him out and he could play Santa for the kid and all would have had a blessed day.

    A contractor working at a neighbor house hooked up a hose to my house. He said he had permission (not from me) and would continue.. There was a shutoff outside and a aecond in the house. I got in the habit of shutting off the water every time I left the house. I'd sometimes leave it off when I was home.

    When we moved into our family home, it turned out ours was the first house built in that part of the street, (as the foreman's house for a local farmer, now long gone). But due to the construction, when built it was a stand alone house. Only one for years before the farmer sold off the rest of the land for a housing estate, but then retired, that was in 1954. So when the rest ofvthe street was erected, they cobbled together the water supply with ours resulting in us having two stopcocks. One controlled our stand alone water supply and the other controlled about half the street.When our NEW neighbours moved in they managed to rupture the street supply, but we turned off the stopcock to prevent further flooding. After yet another row, we demonstrated us turning off our own stopcock, ( every house eventually had individual ones fitted for each house). So after the waterboard had ruined his back garden by digging it all up to repair his own damage, he still whinged to us, so i sporadically turned off the street supply and he never worked it out. I moved out of that lifelong house years ago and now live in a different county.

    Water Story: Once OP notified the Water Company about the Illegal Water Tap, OP should have had them shut off the Supply at the County Mains and cut & capped the line leading to the neighbours property, then turn OP's line back on...
    Then the Neighbour would be forced to get their own supply line installed...

    My brother in-law has a PHD, he's one of the smartest guys I know, but he doesn't brag. one day I hears a guy bragging to him about his PHD, how he earned his from an ivy league university, and the field is so important to. I swear his head was swelling with every brag word flowing from his mouth. My brother in-law just smiles, congratulates him, and tried to move on but mister important continue talking. I finally stepped in saying we had to go, so he walked away. But I waited a moment, looked at the braggart, and told him that my brother in-law is a PHD also, the worlds leading authority in his field. He's consulted with world leaders, what exactly is your PHD in?

    OP should've looked up all those people in his box that were his college friends and sent them copies of your essay and said that he emotionally abused me over the stupid box that had all your info and stuff in it for years.
    Probably would have exposed some of his lies that he was telling. I hope she took a picture of where you found it to include into the essay that prove that you didn't lose it but him.

    With the fence, I’m pretty sure that you can put its repair/replacement into either a lawsuit for its repair if OP sells his house or as a lien on the neighbour’s sale of their house if the neighbour tries to sell?

    "Santa" story: No OP, she didn't think she was doing you a "good deed". She just didn't want to have to deal with her excited daughter while you/they were there. And I get where you're coming from. I have a BIL who's been mistaken for Santa a few times as well.
    Box story: Sounds like the ex never really grew up emotionally, despite going to one of the best colleges in the country.
    Fence story: Unfortunately, good fences don't always make for good neighbors. Hopefully, they're renting (OP doesn't say) and won't be there too terribly long.
    Stealing water story: Truthfully, I would have shut my water off, dug up the pipes and capped my end, then removed whatever pipe was on my side of the property line going to the neighbor's house.

    3rd story: The minute the illegal hookup was discovered, I would have physically CUT the line, installed a seal and cap, and removed any pipe that was on your property. Then gone the legal route. Why did you wait so long???

    Last story - neighbor is going to cause hell for OP. "You cost me my free water, you bastard! You were paying for all my water use, the way I've decided it should be! Now I have to pay for my own water AND pay you for what i stole, dammit!"

      I don't know why OP didn't turn it off and just cap it. So the neghbour couldn't use it. OP didn't need to say anyting to them as the neighbour hadn't said anything to them.

    The water supply story raises more questions than it answers. If a drop in water supply pressure was noted, that indicates that the water theft started sometime during the poster's occupation of the house. If the neighbor tapped into the water line illegally, shouldn't the water company be responsible for removing the illegal connection? If not, shouldn't they inform the poster where and how the water was being stolen? This would give the OP a manner in which he could correct the situation himself. How about billing? Was the OP being billed for the water his neighbor was using? That would surely come under the responsibility of both the water company and the local authorities (theft of service).

    After sending the letter they should have just shut off the water and then the neighbor would finally had reason to come over and actually talk and he could have gotten him for having him be coming violent over something he was stealing added the onto the charges of him assaulting the homeowner to the list.

    It makes me sad that the first instinct for homeless people is to immediately tell us that there's no alcohol or drugs involved. Sometimes people really are just down on their luck and aren't criminals and deviants like society assumes.

    I doubt the water story. Apart from a few very rural areas (so not authorities involved), that's not how domestic water supply works in Scotland. You pay Scottish Water through your local council tax and it is not metered.

    Water story - this story is entirely made up BS! If you knew anything about the water pipelines in the U.K. and specifically Scotland then you would know that the story is a total fabrication. Residential water supply in the U.K. is undertaken through a mains pipe where each property has its own separate supply drawn from the mains supply by its own pipe work through individual meters for each property. The water supply company provide and maintain the meter for each property thereby having the means to generate the bill for every household.
    This is true even where properties are flats (equivalent property in the USA would be a condominium) all have their own water meter. To achieve the drop in water pressure suggested by this fictitious story the neighbour would have to tap (excuse pun) into the pipe illegally to get a water a water supply. If this had been investigated as suggested the illegal water supply would have been cut off immediately by the water company. It would then become a police matter for the theft of water supply.
    Stepping back to the part about the drop in water pressure, this is another load of BS. Water pressure is created by the water company in the water they supply and any siphoning off by the neighbour would not have created such a large drop to be that noticeable. Local council would not have been involved unless the property was a council rental, otherwise known as a local authority rental, perhaps a final alternative would be through an SSHA (Scottish Special Housing Authority). A private property would deal with the water supply company directly.
    The only other way, pretty much not in Scotland as it has soft water compared to other parts of the U.K. is through calcification or build up of limescale inside pipes restricting flow. Areas in the south east of the U.K. have ‘hard water’ noticeable in kettles when you boil water for a hot drink. My water supply pressure jumped when a new water meter was installed due to limescale.
    By the way I am Scottish but now living in South East England so can answer the part about Scottish water supply as I formerly rented and then owned properties in Ayrshire, Scotland. My then immediate neighbour at the time before I transferred south was a senior water board official and through his formal request I helped train water board employees.
    So yes I have the requisite knowledge on water supply in the U.K. and I could provide more specific detail on where and how water is supplied but this would take far too long.

    Fence Story: OP needs to call the Police about the throwing knives and target shooting...In most Jurisdictions, it's Illegal to fire ANY projectile weapon (gun powder weapon, BB gun, Airsoft gun, Paintball gun etc.) near a Residence...

      Hope your appointment went well and you’re coping with the heat. It’s a hot day, for us in Scotland today, at 70°F according to the weather forecast. Everyone is still wearing jackets or jumpers outside so I don’t believe it’s as hot as they claim.

I was a day early for the Dr app., but I did get the blood work done! I have air conditioning, Thats why I was in a hurry to get home! You have a great evening?
