At this point I would settle for pre-fab houses that we can decorate, I'm hoping someday they'll give us something to build homes with. There's another house that's part of a quest that looks really nice inside. It had a tropical theme, and it was near the ocean, the owner was buried at the back of the house.

I felt the same way you did when I first found this place and it bothered me I couldn't decorate it or build an outpost containing unique points of interest. I had stumbled upon the Villa before I got to the quest that directs you there and I had decided to take the building for myself. Only to feel kind of bad later because by the time I was directed there I had come to like Vlad. I mean he was a pirate in the past, so he knows how it is, but still... lol
I like this video and you seem pretty cool, so I'm going to drop a couple bits of wisdom from my many years of experience with Bethesda products for you and your viewers. Maybe we'll get a video of you decorating this place after you read though the book I'm about to drop into your comment section.
If you have console access and don't mind not earning any more achievements, unless you're willing to use one of the achievement enabler mods or have already earned them all, you have a couple choices as to how you could decorate the place, or any, for yourself.
The first being much easier but more limited. The second being more in depth, but yielding far better results, in my opinion.
First, to just be able to simply decorate, you could spawn a decorate panel by running placethere 24dc7 while looking at a wall then just interact with the panel or open the scanner and hit the decorate button to start customizing. To remove a misplaced or misaligned panel you can click on the panel with the console open and run markfordelete or disable, as long as you remember you need to have at least one panel in the area you want to modify or it will cause issues...
Second, to turn it into an outpost in addition to being able to decorate: this one's a few steps, but they're worth it.
Open the console and run placethere 260ED4 while looking at the ground somewhere near the Villa.
Open and close the console once quickly.
Click on the beacon, which will have the ACTI designation, that will have spawned.
Run setoutpostoverlay and close the console.
Open the build/decorate menu and move away from the villa with the menu still open until it force closes itself because you're too far away from the beacon. When it force closes, stop moving.
Reopen the build/decorate menu via the scanner, you should find that you're able to build a separate outpost beacon instead of the decorate menu opening.
Without closing the build/decorate menu return to the spot where you spawned the original beacon and place your new beacon.
Open the console a final time, assuming you haven't done anything else the old beacon should still be selected, if it isn't click on it again, and run markfordelete.
Assuming the directions were follows closely and nothing went wrong, this should remove the original unnecessary beacon, leaving you with a full functional outpost that just so happens to contains the Villa.
These methods aren't just limited to this area by any means either. I have been decorating my ship interiors for months via the decorate button spawn trick and making bases in unique and interesting points of interest on various planets via the beacon method.
Hope these tricks help someone to really make the game more their own. Just remember me when your channel explodes because you're the first person to record yourself actually decorating the Villa. lol

This is fantastic! I didn't know you could still decorate and put outposts in restricted areas this way. And thank you for the clear steps!! I won't forget!! 🙌👍

Its Vlads house from your group - the guy who was on the EYE... He asks you in a later mission to go there and check on it.
So nice to use but, its his that why cant decorate... shame.

He doesn't ask you. You have to ask him, how he became part of Constellation, and he will send you to his villa. And you can do it the first time you meet him (or any other time). It's not a bad idea, as he has 2 very strong weapons in there.

You can build an outpost beside it. And there are 2 boxes with unlimited mass.

No problem. And just to be specific, one is on the roof and the other is on the right side of the stairs before you get into the office where the named weapon is. I used it to stash all my contrabands there 😂 for a rainy day lol.

I am there right now. Actually there are 4 unlimited mass boxes, 2 ammo boxes downstairs, 1 storage box on the roof, and a cooler in the pool area.

Have you tried to make it an outpost?

It doesn't allow for outposts. But another commenter said it can be done using console commands. I haven't tried that yet.
