If you're talking about streaming from the card then you're referring to the hardware AMF encoder. As far as I'm aware the performance there is almost entirely software dependent, not hardware at this point. They did update the AMF encoder a number of months ago but it still doesn't outperform Nvenc, and both are beaten by Intel's QSV encoder on their newer integrated GPUs (the ones built into the CPUs).

Maybe a little late with an answer, but unfortunately: NO. I tried every kind of settings in the last 2 days but the codec icw the bitrate cap of 6000/8000 kbps makes it look too blurry when there's a lot of movement going on.

@@johnheror5564 hey thanks for the answer, I'm just entering the AMD Twitch Streaming rabbit hole cause I have a 7900 XT and wanted to start streaming. What solution did you end up with? So far I've seen:
      1. Use x264/Software CPU encoding (if you have an Intel CPU even better cause you can use Quick Sync), unless they did some recent updates I think "medium" preset still has better quality than HW encoded streaming while not demanding too much CPU power.
      2. Just settle for 720p60, it'll probably look better stretched than blurry 1080p60 (and many people don't even use full screen when watching a stream).
      3. You can actually override the 6/8 Mbps Twitch limit but it may get unstable. I tested with 15 Mbps (for 1934p cause I have a ultrawide) and it looked decent, however while Live I could not get the source resolution to appear and was provided with 720p, only the VOD showed 1934p. I only tested for 10 mins so maybe after more time it would get processed while streaming. For 1080p60 maybe 12 Mbps would be a good sweet-spot.
It's a bummer that such a powerful card gets bottlenecked in streaming because it has to rely on the subpar H.264 implementation while it has a competitive AV1 solution. I hope Twitch updates their stuff and rolls out AV1 support faster. At this point it should be a pretty mature technology.

It's looking a bit like this is 'buying into promise' of sorts when it comes to drivers. Which has been a theme for AMD and ATi as well before AMD bought them. Hardware is looking pretty nice so far which to some degree was expected. Still, I'll likely go with AMD card depending a bit what's available tomorrow or later this month. Need to see what sort of cooling options are available on cards from Asus, MSI, etc and prices too of course, which is going to be the bigger problem as the prices here will likely be fair big higher overall.

The thing that still stands out to me is that Intel is king in encoding. ARC's H.264 quality surpasses all other GPU HW implementations, and QSV is just the best out there in the IGPU space. The real question is, can you just slap an ARC A380 in a system with a higher spec Nvidia or AMD GPU and use it as a pure encoding accelerator for streaming. Depending on where you look these cards can go for like $110-$139. If you have a standard ATX motherboard you can almost certainly fit it in your build and for a cheap price remove all the streaming load off your main GPU. Basically the best of a dual PC setup in one.

I wish they had sent you a review card, as it seems like you're the only person out here testing encode/decode features. 4K180 AVC/HEVC encoding is only available if you do 4:2:0 I think, same with 4K240 AV1. Also, the page where you show the ffmpeg options seems to correlate to your findings of Speed vs Quality vs High Quality presets - they say Speed will go up to 8K60fps, and the others go up to 1080p60fps, so maybe those settings are already baked in to the OBS presets you were using?

About 4:4:4 support; you said in your recent Nvidia video that you could just record upscaled 4:2:0. If that's the case, there is only an issue if you want to record 4:4:4 from an 8K native source, correct? (Since all of these encoders cap at 8K). Maybe when you update your general high-quality recording guide, you could add some clarity on upscaling vs 4:4:4. Right now my understanding is that upscaling is the "easier" approach for both the user and the hardware.

Then the 5700XT ended up having way better H.265 than even RTX2000, it just didn't have the gaming performance I was after. I'd imagine that would still be just as good on 7000 series. I watched a lets play of God of War Ragnarok, it was presented in AV1 and looked pretty clean but I gotta say where Atreus inherits a marble collection the flora doesn't quite match the rest of the presentation, do you suppose it was the capture or the bitrate on youtube? It's a playstation exclusive so I'm guessing they uploaded an h264.
iirc a few games have this scene, flora up to or over the characters standing height that may deform when traversed, Hitman 3 (outside a mansion? lets play), Horizon (digital foundry, sneaking in tall grass), Witcher 3 (someone else on yt trying to rank encoders, running through tall grass), and GoW Ragnarok (lets play, described above).. I'd take a stab in the dark and say maybe a Creed game would have one like that but I haven't played all these games myself yet. Perhaps you could incorporate scenes like it in your encoder videos.

It's me again :P I'll be returning the A380 as Intel Support wasn't able to fix anything. I suspect the card is broken. I'm on a dual system, so one PC just for streaming/encoding. How do you feel a 2950X with two GPUs for encoding would work? Then I could maybe encode for the stream how I do now with the RTX 2060, and use the other card for the best quality encoding at the same time, which the RTX 2060 won't do now, it locks up OBS, and if I want to do 120 FPS clip saving, it also won't work. I was wondering about the RX 7600 (or maybe the RTX 4060, or maybe evne the A380 if I get a working one and it actually works), it's slightly more expensive) for the local high bit rate recording (QVP at 18 is what I've been using for local recordings at 60 FPS (had to set CBR for 120 FPS cause QVP is too slow at encoding). And swap around when AV1 becomes a thing on Twitch.
For a one PC system, two cards, one for gaming, one for encoding) isn't so good from what I gather, but for a dedicated stream PC, maybe?
