For as long as you’re still in front of the other runners, it would still be legal in the trials. It’s a textbook strategy where you let your opponent the longer distance than you do. USATF got him DQed otherwise if it’s an illegal move
I think something that not many people bring up about the finish is that Fisher and Woody are also moving to the outside. Had Chelimo moved in front of Grant and Grant didn't slow down or also move, causing a collision, yes absolutey a DQ on Chelimo. Maybe it's the camera angle, but I don't think Chelimo is ever directly in front of Grant. Or at least until the last 10 or so meters, he doesn't have both of his legs in front of both of Grant's legs, which could have caused a collision. What I'm saying is, there could have been far worse fouls to take place.

"running or walking across their path in any way blocking their progress" is only if they are the ones passing. You know how in a race they say you need a four-stride gap before you cut in front of someone.
I don’t think Kincaid intentionally clipped him as well. Also when Mead tapped him to get in his lane, for me it was his bad as well as they were almost side by side and he suddenly decided to overtake the runner in front of him
