In many style guides, like the one from the American Psychological Association (APA), plagiarism begins at 3 to 4 words per phrase, so there is some leeway built in. Because without signal phrases the reader wont be able to know if the preceding sentence is your own idea or that you are still quoting. Therefore, a citation at the start and end are not enough. If you read your paraphrase, the listener should know where your paraphrase starts and where it ends even without seeing the written text.
