I just played through the video again to see what you were talking about and realized that I never made a video on it. What you are asking for is conditional formatting, which at this time, Notion doesn't fully support. There are ways to do it partially. I'm actually in the process of redoing this video. It's going to be pretty much almost the same content as this video but with updated syntax and a few more visual things, including what you are talking about.
It seems things have changed in Notion in the last year, and to make the concat function work I had to include square brackets to separate the original functions, and the "%" like this: concat([format(round(multiply(divide("NumCompleted","TotalNum"),100)))], ["%"]) Also it seems to include a comma after the number (33,%) and not too sure how to fix that...
You don't seem to explain how you create the 'dashboard' page, which would be the first step otherwise all I can understand from video is how to create a database page - which would be just the same as using a spreadsheet like you said.
