It's an OLD college game.
He was quoting Ben Dreith's call against Marty Lyons. "Giving him the business" is an old NFL term for what goes on underneath a pile.
In this case, the LB went low on the pulling guard. The guard took exemption on a player going at their legs and retaliated while the LB was on the ground.

Just read the article on espn about the call. Good little read about Mr. Cherry who, for all intents and purposes, seems like a cool dude. Like another commenter said, and the article also mentions by the way, it wasn’t the first time ‘the business’ was used to describe unsportsmanlike conduct. But Mr. Cherry’s call is the one that most people remember, because it became more popular.

When Ben Dreith called it on Marty Lyons in 1986 there was no social media for people to repost it on, even if you had your VCR recording when it happened. By 2007 when Ron Cherry used it, the internet meant it went viral.

It’s since been removed from YT, but in a Steelers preseason game against Denver a few years back then-Steeler Keenan Lewis was flagged due to “something extra at the end of the play”, and the official made this odd outward-facing palm-thrusting motion. It was right in line with this.
That was surely an ode to Ben Dreith, who said that in a Jets- Bills game in the 1980s.

upon reviewing the footage, the left guard pulls to the left side of the formation. after he blocks his guy to the ground he starts giving him the business down there, good call by the referee

There was actually a rule in the playbook. You could not find the wrong, but you knew it was wrong. And that was the call to be made. Literally. Not pulled out often, but Cherry knew it.

Even in the angle provided you can see #69 jump on another guy's back and swing a right hand into his face. The way he walks around incredulous as though he has no idea what happened is ridiculous.
