Very cool find! While the samples are the same, Joel didn't pull it from the track itself - there's a famous sample CD that rips this part of the song and it's Norman Cook's "Skip To My Loops" CD, released in 1992. It's located in the VOX folder, as "331_COOK". Joel owns this sample CD as it's on his hard drive for samples so it would make sense for him to use that as a source for it.
