How to Build a Deck: How to Install Simpson H2.5 Tiedown Clips from

if you have a joist that’s not sitting on beam, do you force it down and attach clip or do you shim it and attach clip? thanks!

Correct, the clips are to prevent uplift, blocking is to stop the joist for racking (shear).
