I agree with steps 2 and 3 - there’s no real benefit imho to drill the IT band itself - you’re likely to just irritate the tissue. Some claim it gets to the portion of the quad underneath but in my experience you’re better off doing the 2nd and 3rd step (basically both sides of the IT band but not on top of tissue that literally can’t stretch).
