I agree, its supposed to feel empty, but it can still feel this way while also having more features and appeling for a wider public, in the nether update they managded to add a lot of content, structres and wildlife while still mantaing the hostile aspect that defined the dimension

It's come to a point for me where whenever I make a new singleplayer world or server world, I always have to have BetterEnd installed, because while the overworld and nether have been overhauled over the years to be interesting and lively, the end is a relic of old Minecraft versions because it's mostly always been the same. One of Mojang's main issues with an End update is that they want the End to feel like a lifeless, empty void and that's the point. In that case, look at Nullscape - it uses vanilla blocks only and completely revamps the End while still making it feel lifeless and lonely. I feel like unless 1.22 is an End update, they may be making up excuses because they may simply have very little ideas on how to make an End update that's better or even equal to the ones that the fans have made.
At this point, any update they could make, has already been done by mods. Not to mention that any update they could make, people will just shit on it for attention, so i would lose a lot of motivation
If I were to made an end update, I would call the update ''The beginning of The End.'' Where the Isles are just the beginning of the end of the end, I would Imagine the further out you went, the stranger the generation got, and there would be extremely rare ender dragon mobs roaming around that has their own unique sleeping animations and all of that that you could befriend.
Indeed, the end is a very strange place, and it would be really interesting if Mojang expanded upon that with something like this, having the ender be the edge of known reality and so the the further out you go the stranger it gets.

mojang wants to update it. ITs not that they "refused to make one", updating a whole dimension is very hard coding wise, they have multiple versions to update and minecraft is a game where the whole interface is compeltly different from each port and a bunch of other reason. And also, the end is one of the most impotant parts of minecraft, so they are probably doing their best to make sure it doesnt effect/ruin the whole game. Thats a big reason why mojang doesnt add random updates to their game (like a whole new dimension), since it would ruin the full expierence. Just look at what happened to fortnite after the creators added 80 different updates to it.
mojang is afraid making big difference could change their review nor the player like what happened on 1.9, also they dont want to make many promise to the game it self like what happened on 1.17 and 1.18
But all they can add when they're starting to update the end is this some trees and grass and biomes and mobs and then they can add more things later on I want the end to turn more white than other came in 1.16 I want them to make the end as amazing as the nether was
i think the issue goes back farther then 1.9 it goes back to notch only hvaing a idea for the ender dragon fight and nothing that could be unlocked after so mojang after microsoft took over has just decided that it wouldnt be good to update

The end is supposed to be empty, and lacking. It's where the game ends. It tells you to go outside, touch real grass, Feel the sun upon your skin. It's a desolate wasteland by design.
