You're so right. The actor who plays the captain always plays some kind of police chief. The only time I seen him play something different was when he played the slum lord in coming to america.
It's supposed to be like a 4th wall "give." We, the audience, are supposed to obviously be able to tell them appart. But to the characters, they are identical.
I remember the year this came out there was a radio bit about the Oscars and the idea was 'real people don't care about the Oscars' and they had audio interviews they'd play asking the public about the nominated films. No one had seen any of them, but then they asked what they thought of White Chicks and everyone loved the movie.
This movie is a laugh a minute! I love how it's both funny for male and female viewers and all races. Just making fun of every god damn stereotype there is.

This movie is very funny. I'm not a fan of random bathroom humor, but there was just a little of that. Most of the humor was character based, though obviously all the characters were exaggerated. As was said, there was a full plot pushing the story along, not just jokes. Terry Crews was a standout. The fact that they don't look like the women they were impersonating is part of the joke.
24:46 I'll answer your question Jaby. Once a delusional guy sets his eyes on a girl, the ball is usually in his court. He could either throw a tantrum on being rejected and walk away or spend years making her life miserable, which may or may not end up in assault, permanent mutilation, or even murder. So girls usually try not to escalate the situation and there is nothing they can do but be as polite as possible to not trigger a violent reaction.

Fun fact, they actually had more convincing face mask for the Wayne's brothers, but they wanted them to look more uncanny because it would be funnier
