When operating a road vehicle, is it not okay, to continue at a safe speed, to a safe location before pulling over and stopping? And if so, why would it not also apply to boats? After all, that is all the boat owner wanted to do, he was not trying to evade the officers, and it was possible that the other boat had damage that could have endangered the people on board. The officers were aware of this possibility, because that original situation is why the officers wanted to stop them.
So, it is fully possible that the officers, in their impatience, further endangered the lives of the individuals on board. Because if they found themselves in the water, the choppy waves, would have caused many problems, even with life vests, and the size of the chop, could obscure those in the water from the view of other boats.
App probably makes nothing and only lets you withdraw that money after you have like $150 saved up which takes months.
What a bunch of whiney pearl clutchers. Houseboat wasn't in any danger of sinking. Owner wouldn't have dragged it out into the water with the passengers on board if it had been. Stop was legal, cops can use force to affect seizure. Boat owner could have calmly explained the emergency of the situation, instead of telling them to F off. But since there was no emergency, he just yelled and ignored a lawful order. You must obey lawful orders! Conflating this situation with a bonehead cop who is giving an unlawful order brings in to question your objectiveness.
Audit the audit is now catering to idiot viewers to get more views. The legality of this stop was solid, it's not the responsibility of the cops to be "nice" about it.

@@GG-ud1ib You mean like OJ? What is a safe speed and a safe location? The actual law varies by state and most cops will be reasonable about it (Arkansas may be an exception!). A smart cop doesn't turn on his lights till there is a good place to stop.
In this case, if it was safe enough to pull the houseboat back into the lake, it was safe enough to stop. Looked plenty safe throughout the video.

Not even technically cops lol I've had a bunch of encounters with the rangers in various parks and none of them were even remotely hostile. Never once was I "detained" for a terry stop or any such nonsense. The rangers in this video are a blight to the institution. None of the rangers I've met have ever conducted themselves in such a needlessly hostile way. It's sad to see two douchebags hurt the reputation of the rangers so blatantly. What could possibly be the harm in following the man to safer location out of the heavy wind that is heard clearly over the bodycam. These two clowns should be ashamed of their actions and the stain they put on those uniforms.

Well that's normal on the water. It's normal for police to be chill with boaters, and even when they do stop you, they usually are nice enough to work with you. It's usually super calm and normal. This guy has YEARS of experience, so he was expecting these idiots to do what he is used to, "move to safer area", these idiots were looking to escalate and attack this man. It's ridiculous. Fuck these "rangers".

At that point you can just say it was a human safety issue. The officers cared nothing about safety. He did and acted accordingly. Probably was about money but still the principle is valid given the conditions.

Using a taser is also quite dangerous, especially if they haven't checked the victim's full medical history first. But that seems to have been totally normalized in the US as legal substitute for a whip when they want to torture someone as punishment.
@@johaquila Yes, it was first instituted as a safe substitute for lethal force. So in theory they wouldn’t have to shoot as many people. Well, that didn’t work out.
Now they use it so they don’t have to exert themselves or much more often as an attitude adjuster.
I always found it kind of hypocritical of them how they make recruits get pepper sprayed & tased so they know how it feels. But we know this is just more of their inner bullies coming out. They haze the trainees by abusing them with these torture tools.
Yet you never see trainees being shot beanbag rounds or rubber bullets to see how it feels. Heck they don’t even shoot ‘em with 9mm’s either. Weird ain’t it?

People really don’t realize how much arms actually play into a persons ability to balance themselves until they have been handcuffed on a boat.
That was stupid but so was most of this story. He was the only person trying to solve the original problem by getting the house boat to calm shallow water.

Love how they claim HE was interfering. They could have just DROVE TO THE HOUSEBOAT, but instead decided to stop and fight with a guy on the way there and then made it HIS fault. Insane.
The purpose was so the federal cops could arrest the guy and confiscate his boats, his business and possibly his home. They made a point of saying he didn't have a 'federal permit' to be operating a business. If, in any way this 'business' was being run out of his home... say a bed and breakfast or a place where guests could stay while they fished... this would grant them the right to confiscate everything. If you ever deal w/ any federal or state police... don't answer questions. The feds are also tricky where they will ask a simple question about what time of day you did something or what day of the week you did something... that had happened months before... They will then swear you gave the wrong day of the week or the wrong time, (even if you are only off by 5 minutes). They then arrest the person for lying to fed agents... which is a 5 yr sentence. General Flynn and Roger Stone were both sent to prison for this until Trump pardoned them.

Today I was threaten with being arrested for telling someone to get a hold of a lawyer and informing the officer that where she was living isn't an Hotel it is an Extended Stay Motel and in our state you are required to go through the same eviction process with these residents. They were throwing the woman's stuff out and not letting her grab it from the dumpster and even broke into her safe. He then ask me if I went to school and I said I did and then he asked if I had a law degree, which I then asked him to no reply. This is when I told the woman to contact our state's legal aid since they recently delt with a case similar to this and won. to which the officer then threatened me with an arrest. I called his bluff and started recording and this made him really angry... but strangely enough he stopped threating to arrest me for trying to give the woman legal advice. The woman is in a bad spot now. I am not sure how to help her because honestly I am in a rough spot too. I just hope one day that cop gets knocked off his pedestal.

So I’m assuming some private property owner is being ripped off by somebody refusing to pay her rent. So you are trying to help her try to screw the private property owner over further.

2) The boat house had already been towed to safety prior to the officers trying to board it to investigate
3) The owner turned his boat around to stop the officers from boarding the house boat to conduct an investigation into how the boat landed on a rock

I'm so sick of cops assuming their job takes priority over reality. If that boat is damaged it needs to get parked. And if it's sinking it happens on its own time line and doesn't care about the cops.

Police officers can force you to do practically anything in the cause of "officer safety", without any specific danger. But someone trying to do something to ensure their own safety or the safety of others needs to prove their need beyond reasonable doubt. No double standard here.
Blame the bootlicking judges that favor this kind of nonsense.I remember a case where someone was speeding to the hospital because a family member was dying and the police arrested him and delayed medical attention for nearly 30 minutes.The person died and a judge said the cops were justified in there actions and did nothing wrong.

We have a serious corruption problem in our law enforcement agencies in this country and we should all be very concerned and do everything we can to stop it. We need to film encounters for each other, testify and stand up for each other against the abuses that have become so common. We need to vote and protest as well.

If he told them to take the houseboat to another location, I'm not sure that constitutes "in distress" (eg taking on water), but rather that it was potentially damaged or could be damaged further.
I'm not condoning all the actions of the officers, but I'm not convinced it was %100 an issue of safety for the boat owner. He could also be concerned about his property being damaged. He never actually said the guests were in danger. If they were, he could/would have suggested the officers take the guests off his boat, right? Because they needed rescuing?
@@dreamcoyote if the boat ran aground or hit something, there could be damage where it’s taking on water and you can’t see it. Things can change real fast in a situation like that-so you do the safe thing and get the people who know nothing about boats out of the water. The danger was there, but there was no telling how bad or how imminent.

Never underestimate the ability of a police officer to unnecessarily escalated a situation or interaction to an unreasonable level.
I'm always amazed how quickly they resort to throwing out loitering, obstruction, interfering, and disturbing the peace threats. Just goes to show how much cops abuse those statues. Those are their catch-all "you can rap but you can't beat the ride" charges.

It's funny watching the beginning of this and seeing how cops who can't immediately go hands on when they're not being obeyed, react. Boat cops have to at first just yell and yell louder. That's all they can do lol. They don't have the normal go-to of immediately grabbing and detaining a person and claiming they're resisting.

Never underestimate the intensity of a bored cop's interest in an easy collar. Not that there was any PC, just slow moving boats on which they could "go fishing."

Now imagine being in a large bus full of inmates with belly chains and leg irons going over a huge bridge like the Mackinac Bridge in Michigan, or the Bayou Bridge in Louisiana. What if it got ran off the road or something. 🤷🏼♂️
With few exceptions involving an immediate risk of personal harm, safety should always take precedent.
The law enforcement officers should have understood the potential safety risk and could have assisted in ensuring the boats were made safe (before undertaking their duties) but chose not to.
Police would go out of their way to arrest a surgeon in the middle of brain surgery just because their feelings got hurt and slap him with ReSiStInG aRrEsT.
The fact that rangers can deploy a taser whilst on the water is incredible. It doesn't take much for someone to fall overboard, especially if they've been tased and have no control over their body. Just seems ridiculously stupid that they'd even consider it

If the subject is tased (justifiably or, in this case, not), falls into the lake and then drowns, questions should rightly be asked about the conduct of the officers. At the end of the day, he's on a lake in a service boat vastly out-powered by the rangers. Where is he going to go?

My immediate thought to why Ebel was adamant about parking the boat first, was how he knew it had just been _stuck on rocks,_ and for everyone's safety, the house boat probably needed to be checked to be sure it wasn't currently sinking. After all, it's his livelihood, and protecting it and his guests' safety were equally aligned. (His attitude might have stemmed from being frustrated the guests had wrecked the boat and he might need to find out who gets the bill for the damage.)
It doesn't occur to you that dragging a leaking sinking wreck across the lake is a really bad idea?
Why leave the leaking oil and fuel in once place when you can poison much more of the ecosystem by dragging it across the entire lake?!
And hey, you wouldn't want to miss the opportunity to have it sink in the middle of navigable waters so it can create an enduring hazard to others!

This was a houseboat that ran aground, not an oil tanker, nor was it like the Titanic's iceberg ripping a massive gash into the boat. It would have been a relatively small hole through the hull. A houseboat simply would not have to joules to drive a rock through the hull, into the fuel tank, and rip into the engine.
Where did you get the idea that oil and gas in water stay exactly where they leaked? That's preposterous.
All those waters are navigable waters. That's why the boats are there.

@jasonlongton1876 You raise some valid concerns to a degree. This isn't an oil tanker so it is going to have limited fluids to leak.
Now I am not a boater in any way but have to assume that he wanted it moved to a safer location as he did mention wind concerns. I would also assume that he did at least a cursory inspection and felt it was safe enough to take back to the dock otherwise they would have put in an alternative plan similar to a tugboat or whatever backup they use.
I would see this like a car breaking down on a highway, not the best place to do repairs but do just enough to move it off the highway to a safer location. You have active boating on the lake and thinking that every boat has no leaks or fluid issues is unrealistic. It isn't a good thing but it also isn't an environmental disaster especially if the lake has a waterway moving water into a river downstream.
@@jasonlongton1876 Many sinking ships have set course to shore to make evac easier, the sinking of the Britianic comes to mind even though it didn't make it far before the captain had to order all hands to abandon ship.
He wasn't fleeing. He was trying to get to a safe place before they make contact. He vocalized thats what he was doing. This is equivalent to police making a traffic stop in the middle of a 5 lane highway.

So he can't stop the boat when ordered because it's to windy and that would be hazardous. Yet he just rented a boat to people who, by his own admission, "know nothing about boats" and sent them off into what he just described as hazardous conditions. But he wants to keep them safe?
And after sending these people off into hazardous conditions, not knowing what they are doing, they promptly hit (and possibly damaged) something.
And you wonder why the rangers want to talk to this guy?
He is lucky he didn't get shot. A Black man gets shot and killed because he incorrectly follows their orders and this guy gets up while handcuffed and moves toward an officer who has his back turned.and the cops are wrong?

My encounters with National Park Service officers has never been pleasant. The job seems to attract weak egos looking to flex their “authority” every chance they get .

As a Sailor with over 10,000 hrs on SF bay, Richardson bay, San Pablo bay, and low 1000s on lakes and rivers I'm appalled at the officers total disregard of saftey. They were also knowingly interfering with a rescue operation. When on the water seconds count. You don't mess around on the water. As a skipper for most my water time it's skippers job to bring everybody back alive or die trying. I'd done same in this scenario. I'd try to sue those officers for intentionally indangering all lives involved Including their own. I'd sail with that man as skipper anyday.

Since the houseboat had run aground it MIGHT have been punctured and taking on water.
It wasn't a rescue operation. The houseboat was making way under its own power. Ebel left the vicinity of the houseboat to go talk with the rangers. If it was a rescue (it wasn't) then HE abandoned the rescue effort to go argue.
They shouldn't have tased him, of course. They probably should have just ignored him and boarded the houseboat if that's what they felt they needed to do. Everyone involved should have been more cooperative, but the idea that he was saving lives at any point here is absurd.

He did not abandon the boat, he was leading it to the sheltered cove to examine it in safer waters without wind that could initiate a catastrophic event like capsizing.

When water gets into the hull it becomes more unstable. If there is a wind that can start a lean to the boat the water will race to the side that is leeward. Depending on the water and the windforce it can then further tip the boat until the railings get covered and swamped bringing MORE water onboard.
So since houseboats need to remain VERY stable, and VERY upright with shallow railings/sides they can get sunk easily.
Where the cove was shallower water, and less wind. The people driving the houseboat were not experienced and had no clue what to do past steer the thing.
The cops were wrong to stop the process, the guy was wrong to not tell the cops more at the first, but he was upset that his property was going to sink, and that his customers were in danger.

As someone in the field of safety management and who has been trained by real professionals (as a naval officer) to operate boats I would suggest that someone as unaware of marine safety as these two officers should not be employed to operate a paddle boat.

There is a reason damaged ships seek harbour, or in Nordic languages havn. I am sure you can trace another English word from that root. Houseboats are a significant compromise between house and boat, thus not the most forgiving of vessels as anyone with water sense just looking at them can see.
This all being done against the insistent request of the owner of that houseboat (willing to insist at risk of arrest) who can be presumed to best know his vessel.

First we are told it ran aground, then it hit a rock, at 10:50 the rangers say, and Mr. Ebel confirms, it hit a buoy. We don't know the first thing about this interaction yet everyone is sure the rangers are in the wrong!

The guy was a qualified skipper. He was dealing with one of his vessels he had hired to an elderly couple ho had little experience handling that boat. He was actively helping after they had got into trouble and run aground. The vessel was already damaged. He was only trying to ensure both vessel and the crew were safe. Could he have explained and made his case to the rangers clearer? Yes. Would they acted any differently? Unlikely. Ego and knee jerk overreaction. With excessive force and multiple charges for being butt hurt. The old couple as a direct result of the rangers actions and actions faced potential serious risk of safety up to and including risk to life. The fear of if they ran aground again could have killed them. The rangers should face civil action from both the elderly couple and the skipper due to their irresponsible actions and excessive force.
This is the embodiment of “I’m from the government and I’m here to help”.
These cops cared more about their "authority" being challenged than they did about serving the public who pays their bills.

This needs to be addressed. Police and coast guard can pull over any boats for random safety checks. Idk how this isn’t a violation of the 4th. It’s happened to me twice and is very intrusive.

Reminds me of early winter last year when here in Denmark a policeman held up a sea rescue boat because the last of the rescuers speeded to get to the rescue station so they could get going on a search for a sailor who had fallen overboard from a passing commercial ship. Rescuer tried to just have the officer just write the ticket and be done with it, but he insisted on taking as long as possible and held up the potentially life-saving mission for over 5 minutes with a moral lecture on speeding. The North Sea is cold in the winter, you may only stay conscious 15-20 minutes and in uncalm waters without a life jacket thats most likely it. Imagine reducing the time available to rescue a man by up to 33%, for a lecture on speeding.
The lost sailor was declared lost at sea presumed dead, but the rescue boat was not the only one involved in the failed rescue and the policeman technically did everything by the book, so nothing further happened beyond some loose promises of emergency driving reform by some politicians.
Aside from LEOs enforcing wake restrictions, ive never had an issue with a harbormaster, coast guard vessel, police or park ranger.
Anyone who spends their time on the water, anyone who works in first response know that safety comes first.
If i were this guy, id have said "they ran aground, we have a safety issue, can you assist in making sure all occupants are safe and accounted for, to verify any ecological impact, and the verify the boat is still seaworthy.
99% of boat cops would love to take part in such a scenario.

There wasn’t even an attempt for these officers to deescalate the situation other than a yelled “calm down” it’s appalling how quickly they escalated to deploying their taser. It seems like these officers just wanted some “action” rather than actually peacekeeping and enforcing laws. I’ve worked at a houseboat rental company and it’s true, guests don’t know how to operate boats typically so it’s reasonable for him to want to protect his asset while still working with the rangers.
They were far from servants with this one.

The choice of words of the guy seemed a bit like aimed at having it escalate, though.
But telling his guests not to let the rangers come aside or such might have been out of safety interest, too. Maybe he knew what a bored bunch of troublemakers the rangers there are.

These guys are like this all the time in Minnesota... Every single interaction, whether on the highway or on the water, they always have to escalated.
I had a situation once where The DNR was in the wrong. He decided to pull out of a Dairy Queen. After he had gotten ice cream and pull me over. He started off the interaction by saying he was gonna take away my Driver's license and I was never gonna drive again. I don't think that's how you start off an interaction with someone if you're trying to diescalate a situation.
I sat there arguing with him for 20 minutes, which is my constitutional right. I had a calm voice but he did not. Of course, I pointed out to my daughter.That was with me.This is what Over use of power looks like. He finally said that he was letting me go with no charges. But he told me. I had to push my motorcycle home. I wasn't allowed to ride it. And then lastly, he told me that I was at fault for his ice cream melting on the dashboard of his car.
I said sir. You didn't have to pull me over for this nonsense. You could have went on your merry way, but you had to exert your authority over someone driving a small motorcycle.
Another problem with the DNR is that they go to small towns where the local police officers don't care.If kids ride many bikes on the road and they feel they need to Pull over every single kid on a mini bike. Call his parents up and threaten them. When they're not even from these towns. I've seen this happen in my town as well.
This is basically the scene from Ghostbusters, where the authorities, out of pure ignorance and ego, just cause damage for no good reason.
