I think she was just retarded. Maybe had anxiety and a low IQ. She should have just checked his account to see if he had $12,000 in it. Durrrr. She seemed fairly honest during the 911 call. Stupid but didn't lie or omit anything. People who want to cause drama and put people at risk usually make shit up. "He looks like he has a gun. He threatened me. He said something about ISIS. I ran his name and he doesn't have an account here." or omit information like "He passed me a note that says give me $12,000." and nothing more. That being said, she shouldn't work at a bank if she freaks out like this over basic shit.
EDIT: Plus she went to her manager with the note to ask what to do and the manager told her to call 911. So the manager should be fired also. The manager should have asked her questions and checked his account. If he has $13,000, give him $12,000. While I can understand having a dumb teller, maybe she was new, it is very hard for me to understand how a bank manager could be this stupid.
EDIT2: The 911 operators need to relay the correct information. They need to stop being lazy and just saying "Suspected robbery at bank". They need to explain the actual situation.

It’s common for that type of withdrawal from an actual bank…. A bank teller will often give that amount out in cash to someone on a weekly basis. How often do they get a note? And you find nothing suspicious about him giving a note to the teller instead of explaining it quietly? Surely a bank teller would never suspect something when they’re given a note which is common amongst bank robberies.

However the manager did not go to confirm the facts, but ordered her to call 911. I don't think she was at fault at all. If anything the manager should have come forward and confirmed everything and could have seen everything was fine. During the 911 call the the lady on the other side said he might just want to be discreet, but officers are on their way. However the officers did not seem to have all the information when they came on site. Leads me to believe that the officers were dispatched and not having all the details. Perhaps the 911 dispatcher could've asked more questions to confirm something was going on. I feel all the information was there to prove there was nothing wrong. So police would not have needed to be dispatched at all.

Depends. When I did my professional training > 30 years ago, the change of bank branch security was in full swing in Germany.
The armoured glass cabins for cashiers went, and automated systems were launched. All deposits were counted and inserted into an armoured box that couldn't be opened before the bank closed and withdrawals were restricted - so robbing a bank wouldn't yield much quickly even if you threatened to machine-gun everybody.
You either looked for a softer target elsewhere or you had to take hostages to have the big safe opened which would be an hourslong process.
In the case described here, the movie director would have known that large amounts of cash aren't available instantaneously - and to make a phone call to his branch a few hours before and ask to prepare a large withdrawal and the cashiers would have known to expect him.

That officer was respectful throughout, and the intention seems to be nothing else but to suggest an alternative. Of course it shouldn't come to this either way, and the 911 call was completely unnecessary, but let's be real, how much experience do you think an officer has of withdrawing that much cash at banks? Tone was friendly, and I don't see any reason to assume ill intent given the rest of his conduct

You forgot to grade the Bank Teller AND the Manager as an F for placing a false 911 call which escalated a situation unnecessarily without verifying the legitimacy of the customer's request and for not verifying the information presented to them. ANY good manager would have come out to speak with the customer and verify information, not to mention consult with their security (if they have them) or loss prevention team BEFOREHAND.

As a bank manager, I've dealt with countless people that used notes for reasons other than robbery. I've also worked with celebrities that wanted to keep a low profile, and also worked with people who were withdrawing large sums of money, and didn't want to voice that out loud.
While the officer suggested that Mr. Coogler ask for a manager next time, that really falls on the bank to offer up the privacy, ESPECIALLY with the dollar amount in question.
The manager's role should have simply been to have Mr. Coogler remove his hat and sunglasses, per bank policy, make the visual ID, then offer up to conclude the transaction in their office, for additional privacy. Banks should count out the withdrawal in front of a customer, so that might agitate someone who is asking for discretion.
The bottom line is that, aside from the hat and sunglasses, this is a 'by the book' withdrawal, that was very poorly handled by the manager, in my opinion.

I am appalled and disappointed that there was no discussion addressing the fact that the person who made the 911 call that was played in the episode clearly misled the 911 operator as when she read the note, she did not read exactly what was on it. Based on the events as described, there is no question that by failing to accurately describe to the 911 operator, the caller is liable/at fault, and perhaps guilty of a false 911 call. If she had done her job and (1) properly verified ID, and (2) accurately and professionally involved her superior, the customer would not have been violated. It would seem that the events as documented constitute sufficient cause for action against the bank and the teller. I would not have been as generous as this customer was.

@@gregmendoza1915 But it's based on her information, both verbal and nonverbal and they're in a very serious situation handling money. The bank tellers lack of information + body language put her superior into alert (which is their job). So of course the manager is going to react accordingly, that could be life or death. HOWEVER, I do think the manager should have told the girl to stay in her office and then went herself. I think she would have done the proper checks and found there was no reason for alarm. She could have also had the police called, asked the girl clarifying questions, and hopefully caught the inconsistences. From there she could have called dispatch with an update that would have at least lowered the priority of the call. However, that all depends on the reaction of the woman to her superior. Humans feed off of each other.
