A lot of edits were made for comedy purposes, or to enhance the comedic timing of certain beats, but never to misrepresent Hasan's point of view.

I assume that the Chinese government knows that they will have to provide housing and infrastructure to the millions of people coming from the countryside, to the cities for work in the nest few decades. Rather than have a huge housing crisis, and lots of homeless people, they've decided to build the cities in advance. At the start the residency may be low, but as new industry starts up, people will arrive, and the houses and utilities will be ready for them.
I've seen other videos where Westerners go to a city with houses, shops, roads, mass-transit...but no people. Their immediate reaction is to criticize and assume that china is imploding. However, a few months later, another foreigner visited the same city, and found it was filling with new residents, the shops and restaurants were buzzing, the roads were busy, and the mass-transit was , clean, efficient and reasonably priced.
With such rapid growth, China has realized that it is not practical to allow new cities to grow organically, without creating chaos. By advance planning, they seem to be able to avoid some of the problems associated with uncontrolled growth, and urban sprawl.
As their economy grows, so will the affluence of the middle-classes. These people will want places to live and raise their families. Copying Paris, seems strange to me...but maybe that is better than copying some of the urban/suburban nightmares that US city planners have foisted on the populations of American cities.

What I've heard is that China was having property boost at that time. Basically local governments everywhere find property developers to create massive master-planed communities. Local governments get a lot of income for selling land. And then the property developers "presale" the apartments to fund their next project. Repeat until some projects finally failed.
You heard what they said, they move to this mini paris because they can't afford to live in the big city nearby. Eventually, some property developers and local governments got too optimistic at what kind of location you can transform. And they can't get enough people to "pre-order" their apartments. To the point some companies decided it's best to just stop the project and run away with the money they collected so far.
This was happening for more than 10 years. It's a national wide thing. A lot of them didn't fail, because it's built on a planned metro extension from a big city. But one success story here, can directly impact the demand elsewhere. Some are just destined to fail. And the local governments don't always have the best interest to help you get your money back.
