If you set the scale to 0 for waves and hit play...you can move the sphere around but like on a still water surface like bathtub water or a super calm lake. The question still is, "Is there a way to achieve this without it playing?" It has to be playing to simulate physics, correct? You can't do this "standing still" in one frame and have it interact? Thanks.

It's an ocean modifier. You can see it on the right panel at 0:38. The key thing to get it animated is the Time value, shown in purple in the video. To animate it, edit the value to be #frame/24 (important to include the hashtag).
The surface is an ocean modifier (see my response to @YCDesigns for more detail). For the shader, it's likely just a glass shader with a roughness of around 0.2, thickness of 0, and IOR of 1.333

Flip Fluids is a very advance one. It has various simulation capabilities. This one is just for the ocean waves and foam, splashes.
