It's interesting that it seems you can skip all Blaidd and most Ranni's quests by going to the end of Radhan's castle directly and never go to Ranni's tower. Blaidd seems a bit more casual if you are in Ranni's service.
So I aggroed Blaidd after getting the Ranni doll and he still respawned at the Evergaol. After that I continued Ranni's questline and went to get the Dark Moon Ring after killing Astel. I went to check Blaidd again just to make sure he was still there and he wasn't at the Evergaol. So I'm pretty sure if I continue Ranni's questline, he will most likely end up at Ranni's Rise since he is not at the Evergaol. Not 100% certain though since I didn't continue with it after that. I expected him to still be at the Evergaol since if you aggro him after killing Darriwil, he won't show up at the Radahn festival.

He does still end up there. It was confirmed by someone else

I'll look into it. I'm not too familiar with all the spirit locations so it may take some time.
