Unless it's the public paying for cops or armies.
First, there's the possibility of criminal liability, where the standard of evidence is "beyond a reasonable doubt," where prosecutors probably won't bother unless there are severe injuries. I was at a couple of protests. Jewish Voice for Peace is one of the leading organizers of the protests. They are anti-Zionist, but not anti-Israel, just as the South African protests were anti-apartheid, not anti-South African. After Nelson Mandela was elected president, we welcomed South Africans again.
