For those that don't have photoshop, and want to do the whole thing in Vegas: 1) Mask out your image in vegas 2) Go to track motion 3) Select 2D Glow 4) Change the color from yellow to white, and bring the blur to 0.00 5) Adjust the size so it's what you want And that should give you a similar "outline" effect! For the text, use Sony Protype titler (in insert generated media), and you should be able to get something similar.

If you hold alt and press open or close square bracket, it'll truncate the clip to where you've got your cursor on the timeline. Much quicker than splitting and then deleting :)

Yes you can make the outline ine Sony Vegas, After you mask the person then just make sure to save it, and made a white media generator and use the mask there and zoom out a little, and I believe masking actually takes longer but does a better job.
