Fun fact: The fastest conventional (non tilt rotor) commercially available helicopter can reach 231 mph. So the heli speed in this game is somewhat realistic.
And considering that the SCPD is a "Special police force" (Since the SCPD is supposed to be the fastest Police force in this cinematic world),im sure they have some special privileges getting those speedy things.

Considering they have some of the fastest cars in the world it's not a stretch to think that they upgraded the helicopter too

Considering the SCPD have supercars in their lot waiting to be deployed (Multiple if we're considering multiplayer as canon), plus a line of Porches, plus the funds to give every officer a heafty about of armaments most of the time, plus every car comes equipped with Nitrous really makes me think it's not that much of a stretch to upgrade the heli to keep up with said supercar on supercar violence.
The Westland Lynx Helicopter can actually do around 249 mph.
