As an Arab, this is extra funny to me.
The part with the sheikh speaking in formal arabic (more commonly known as Modern Standard Arabic) in an Egyptian accent isn't as bizarre as you make it out to be, though. It's more akin to a priest speaking in a formal English dialect (using formal, conventional words) threatening to hit someone with their shoe....which is still quite bizarre, I realize. Regardless, a lot of religious clerks know, and mainly use modern standard Arabic on TV interviews and "formal" occasions. And in general, every Arab knows how to speak MSA with varying degrees of proficiency.
The Egyptian part is normal to me, accent is an accent.

Egyptian here, the guy does actually say "by Allah behave yourself or I'll give you a taste of my show." in classical Arabic laced with an Egyptian accent. He's an eccentric Islamist from back in the day, he's called Mahmoud Shaaban and he's in jail now. However he's memed in Egypt for a totally different video in which the dialogue goes like this "Those guys at the talk show wanted a woman to interview me!" -"and what did you do?" -"I told them GET ME A MAN!" - "and did they get you a man?" -"they did get me a man!" The phrase "Get me a man!" became a meme so popular that we made a movie with the same title. Meanwhile the shoe remark didn't really click with us because mentioning shoes in anger or insults is very common. For example, the equivalent of a mother telling her son "get your ass in here rn" is "get in the house, you worn-out shoe!" and saying someone is stubborn can be expressed as "his head is a worn-out shoe." And a woman threating a man who's bothering her would be something along the lines of "I'm gonna beat you up so hard with my shoe till it wears out" so translating the phrase literally is just unprofessional; as you can see we do love wearing out those shoes.
and as you said, Memri TV overly exaggerates translation and selects the most outlandish people, most of which, in Egypt's case, are now in jail for inciting violence or adhering to violent ideologies, or just selects moments that are the most critical in each country's history; that video of the guy raising his shoe and saying "that's my only comment" was his reaction to Morsi's (the Islamist president who ruled Egypt for a year with the Muslim brotherhood) speech at a moment where the largest square in Cairo (Tahrir Square) was crammed with protestors; all he said was "our rule over Egypt is democratically valid and you must hold onto this validity" which enraged everyone that wasn't an Islamist. That's not to say our media is great, but the ME is not the circus that Israel wants to portray in order to get global validation for being the only sane and civilized country while surrounded by a mental asylum.
TL;DR: translating culture-specific phrases literally will always sound funny.
It's actually a pretty clever approach as they indeed tend to appear as the only sane and civilized country in a sea of lunacy.
However they have their own nutjobs and their share in the population is only growing, people think Israel is going to collapse because of Arab aggression, but I personally believe it will when the Haredims and other orthodox loonies reach a critical mass.

I speak Arabic. The translations are more less accurate, it just comes off as weird because there's certain phrases that are cultural and if you're not part of that culture and trying to translate it literally it's going to sound strange. Translation is an art.
What makes MERMI TV awful is they pick the most outlandish stuff to show. It's heavily weighted to try to show Arabia as dumb or bad. Exactly like what you said with your Jerry Springer analogy, but there are some bizarre things that happen on normal news channels in Arabia.
The worst thing they do is cut out responses to the weird/outlandish stuff. For example, another person on the show will disagree with the hot take someone has, but they'll cut that out, so you assume that everyone on the show has the same opinion. Lying by omission and quote mining.
Doesn't help that MEMRI tv is a literal israeli propaganda machine based in no other place but Washington DC.

@@muddymoisturizer4691 Due in part of trying to Romanize Arabic pronunciation, altercations are used by some to make it sound as close to actual pronunciation without using outside the main 26 basic Roman alphabet when teaching others. Ahmed certainly has no K in, but to pronounce the H in Ahmed, which is ح , basically requires a high pitched exhale to pronounce it proper. Adding K makes it that first time people pronounce it almost phonetically correct as possible for this situation.

As an Arab, there are a few things I want to say
Some of those clips become way funnier when you understand the cultural and religious context behind what they're saying. For example that clip of the chef being asked about the dough becomes even better once you understand who that chef and the caller were.
Also MEMRI is a propaganda outlet created to portray Arabs, Persians and Muslims in general as racist/sexist/antisemitic as the US started to confront Islamic terrorism. It's by no means reliable and it's like thinking that Alex Jones represents everyone in the USA. So I love the fact that Arab shitposters basically co-opted Memri screenshots and transformed them into memes not just to make fun of Memri's attempts at propaganda but also to poke fun at our own culture.

Basically that Chef is an Egyptian Islamist who lived in Saddam's Iraq. Egyptian Islamists, including this chef, are usually very openly anti Shia so Iraqi Shias started to prank call him to troll him. Wahabis are one of the strictest sects in Sunni Islam, and Aisha (the Prophet's youngest wife) is also a highly regarded figure in Sunni Islam (they call her the Mother of the Believers) whereas she is very much disliked in Shia Islam for long and complicated reasons. So they're basically mocking his women and a religious figure he highly respects and calling them whores.
I should still note that most Shia religious scholars, have banned the public mockery of Sunni religious figures.

It would be more like threating someone in Shakespearean English with a general American accent (Egyptian Arabic is like General American English in how it is in most the media of said language group). The message is still conveyed well enough nonetheless with how absurd the situation sounds.
